CONSENT AGENDA ITEM 1B <br />STAFF ORIGINATOR: Al Rolek <br />MEETING DATE: October 27, 2003 <br />TOPIC: Resolution 03-182 Amending the City of Lino Lakes <br />Flexible Spending Accounts Plan <br />VOTE REQUIRED: Simple Majority (3/5 vote) <br />BACKGROUND: <br />The City maintains a flexible spending accounts plan through which employees <br />may elect to pay for medical and daycare expenses using pre-tax income. From <br />time to time it is necessary to update our plan documents to comply with and <br />incorporate new regulations. It is recommended that the city's Flexible <br />Spending Accounts Plan be amended to include the following changes; <br />1. Effective November 1, 2003, the provisions of the Plan referencing <br />the reimbursement procedures shall be amended to remove the <br />following language: "Keep in mind that faxed claims receive priority <br />over mailed claims. Faxed claims received Monday through Friday <br />by 3:00 pm, CT, will be audited and entered that same day." <br />2. Effective, January 1, 2004, the provisions of the Plan referencing <br />the eligibility of certain health care expenses shall be amended to <br />include over-the-counter drugs. This amendment to the Plan is <br />intended to comply with Revenue Ruling 2003-102 issued <br />September 3, 2003. <br />3. Effective January 1, 2004, Acclaim Benefits will enact a <br />reimbursement minimum. This minimum is subject to change at the <br />discretion of the Plan and/or Acclaim Benefits. <br />Resolution 03-182 incorporates the above changes into the current plan <br />document <br />OPTIONS: <br />1. Approve Resolution 03-182 <br />2. Deny Resolution 03-182 <br />RECOMMENDATION: <br />Option 1 <br />
