• <br />• <br />AGENDA ITEM 7 C <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: November 24, 2003 <br />TOPIC: Resolution 03-200 <br />Final Plat, Pheasant Hills Preserve 13th Addition. <br />VOTE NEEDED: 3/5 <br />BACKGROUND AND ANALYSIS <br />The original preliminary plat for Pheasant Hills Preserve was approved in 1990. The entire area <br />included in the preliminary plat has been final platted as the first through the 11th additions. One <br />of the lots on the preliminary plat was segmented by the final platting. Part of it is Outlot B in <br />the 10th Addn., the other part is Outlot B in the 5th Addn. It is not clear why it was done this <br />way, but the two pieces were one lot on the preliminary plat. <br />(This application should not be confused with the island project, for which an EAW is in process. <br />That will continue to be called the 12th Addition.) <br />The current final plat application proposes to recombine the two outlots into a single buildable <br />house lot. This is consistent with the preliminary plat. Park dedication was addressed with <br />earlier platting. No additional lots are being created that weren't part of the original approvals. <br />The growth management lot inventory is attached. This lot will be one lot, or 0.7%, over the 147 <br />annual goal. As explained, this lot was included in the approved preliminary plat in 1990. <br />No new roads or other infrastructure are proposed or needed. The stubs for water and sanitary <br />sewer are already in place. A public trail exists on the south side of the property and will not be <br />affected by the proposed final platting. The proposed grades of the new house lot have been <br />examined to ensure they are consistent with surrounding properties. The City Attorney has <br />reviewed the title commitment. <br />OPTIONS <br />1. Approve Resol. 03-200 approving the final plat for Pheasant Hills Preserve 13th Addition. <br />2.
