b. Submission of Development Stage. Following review of the <br />General Concept Plan, the applicant shall file with the Community <br />Development Department a Development Stage Plan application <br />including the information and submissions required by Section 2, <br />Subd. 10.F.8.e for the entire PUD. The Development Stage Plan <br />shall refine the General Concept Plan. <br />c. Review and Action by City Staff and Planning and Zoning Board. <br />Immediately upon receipt of a completed Development Stage <br />Plan, the Community Development Director shall refer such plan to <br />the appropriate City staff, citizen boards, and other special review <br />agencies such as the Rice Creek Watershed District, Department <br />of Natural Resources, or Environmental Quality Board where <br />applicable. <br />d. Development Stage Plan Review Criteria. The evaluation of the <br />proposed Development Stage Plan shall include but not be limited <br />to the following criteria: <br />1) Individual Rights. Adequate property control is provided to <br />protect the individual owners' rights and property values and <br />the public responsibility for maintenance and upkeep. <br />2) Traffic Plan. The interior circulation plan plus access from <br />and onto public rights -of -way does not create congestion or <br />dangers and is adequate for the safety of the project <br />residents and the general public. <br />3) Open Space. A sufficient amount of useable open space is <br />provided. <br />4) Compatibility. The architectural design of the project is <br />compatible with the surrounding area. <br />5) Drainage. The drainage and utility system plans are <br />submitted to the City Engineer and the final drainage and <br />utility plans shall be subject to their approval. <br />Schedule. The development schedule insures a logical <br />development of the site which will protect the public interest <br />and conserve land. <br />Lino Lakes Zoning Ordinance Administration <br />2-49 <br />
