Blair, City Clerk <br />December 15, 2003 <br />Consider Adoption of Resolution No. 03-230, <br />Authorizing New Licenses: On -Sale Liquor <br />License, Off -Sale Liquor License, Sunday Liquor <br />License and Issuance of New Tobacco License <br />for Trapper's Bar and Grill, 6810 Lake Drive <br />Simple Majority <br />An application has been submitted by Jeffrey Moore, Lanatte Moore, and Gene Moore <br />for issuance of a new On -Sale Liquor License, Off -Sale Liquor License, Sunday License <br />and Tobacco License for the establishment located at 6810 Lake Drive, formerly known <br />as Shirley Kaye's. The new owners would propose to rename the club "Trapper's Bar and <br />Grill" and operate in the same location. At this time, the applicants would like to re -open <br />the on -sale business and do not have immediate plans for an off -sale store. However, <br />they would like to apply for the off -sale license at this time to allow for the possibility of <br />having an off -sale store in the future. <br />The application is complete, and the investigation fees have been paid. The application <br />has also been submitted for a tobacco license for the new owner at this location, in <br />conjunction with this request. <br />The Lino Lakes Police Department has conducted a background investigation relative to <br />these applications as required and found no information on the three principal applicants <br />which would give a specific reason for denial of the application. <br />Because this location was a previously licensed establishment and the license was <br />allowed to lapse, Staff had questions of the applicant about whether there was a plan to <br />resolve potential outstanding issues relating to any taxes or utility bills which may affect <br />this parcel upon closing. The applicant affirmatively volunteered to do this and requested <br />an opportunity to attend the December 10, 2003 Council work session to address any <br />questions and their plans for this location. <br />In accordance with the City Code Section 701, Liquor Licensing, this business requires <br />City approval for transfer of an existing On -Sale Liquor License, and this business, <br />contingent upon successful resolution of Staff's recommended conditions of approval, <br />qualifies for such transfer of existing license. <br />In addition, in accordance with the City Code Section 602, Regulating the Sale, <br />Possession and use of Tobacco Products and Tobacco Related Devices, this business <br />
