PUBLIC HEARING to consider rezoning certain properties along Lake Drive <br />from R-1, Single Family Residential and R-1X, Single Family Executive <br />Residential to R, Rural <br /> <br />Katie Larsen, City Planner, apologized for the video difficulties. In the absence of the <br />video technician, city staff was unable to record the meeting. If anyone has any questions <br />about the meeting, please contact Ms. Larsen. <br /> <br />Ms. Larsen presented the staff report. Staff recommends approval of the rezoning. <br /> <br />Chair Tralle questioned how a church was going to be built on this site. Ms. Larsen <br />clarified that it was an allowed use and explained the regulation. <br /> <br />Prompted by Mr. Laden, Ms. Larsen discussed the differences between farm animal <br />regulations and housing regulations between R, Rural and R-1X, Single Family <br />Executive Residential. <br /> <br />Mr. Masonick wondered if there is going to be a trend of allowing small lot sizes in a <br />Rural zone. Ms. Larsen discussed that this area probably should have been zoned Rural <br />all along and to keep in mind that the lack of utilities are consistent with Rural zones. <br /> <br />Mr. Evenson asked if the seaplane base will be rezoned once it is hooked up to City <br />utilities, in which Ms. Larsen replied that it will remain in a Rural zone even if utilities <br />become available. He also requested clarification on the calculation of animal units and <br />Ms. Larsen was able to explain how animal units are determined. <br /> <br />Mr. Hyden and Mr. Masonick had questions about hooking up to City utilities when <br />houses are sold and payment of assessment fees, which Mr. Larsen clarified. <br /> <br />Mr. Root voiced that he finds the rezoning to be an acceptable solution, as it gets rid of <br />spot zoning, cleans up the airport properties, and removes non-conformance. <br /> <br />Mr. Hyden expressed that he does not want to see the seaplane base go away and that he <br />appreciates how unique the airport is. <br /> <br />Chair Tralle declared the Public Hearing open at 7:15 p.m. <br /> <br />Bruce Hanson, 6980 Lake Drive, is the owner of the seaplane base and wanted to point <br />out that the property will always remain an airport property. <br /> <br />Kennedy Stanek, 6970 Lake Drive, discussed her involvement with 4H. <br /> <br />Linda Jensen, 6974 Lake Drive, thanked city staff for the rezoning. Ms. Jensen is pleased <br />with the outcome and is glad to be working with the city.
