Lino Lakes Marketplace EAW <br />Page 3 <br />ENVIRONMENTAL BOARD REVIEW <br />The Lino Lakes Environmental Board met on July 18, 2001 to discuss the Marketplace <br />Environmental Assessment Worksheet (EAW), regulatory agency comments and the <br />City's response to those comments. The Environmental Board requested that the <br />following modifications be made to the city responses: <br />1. Response to the MPCA Stormwater Volume Comment: Indicate that the volume <br />of runoff from "this site" is not significant given the ponding requirements, rate <br />control, and infiltration provisions being incorporated into the project design. This <br />modification should also be incorporated into similar responses to the <br />Metropolitan Council and Environmental Board. <br />2. Response to Metropolitan Council Adjacent Land Use Comment: Delete the last <br />paragraph ("The City notes...") of this response. <br />3. Response to Environmental Board Comments: Include additional paragraph <br />stating that the City will require that Best Management Practices are included in <br />the development's Operation and Maintenance Agreement to minimize proposed <br />phosphorous runoff loads. <br />4. Finding No. 5 of Resolution No. 01-98: Modify language to note that <br />environmental effects are subject to mitigation by ongoing regulatory authorities. <br />The Environmental Board did take specific action regarding the EAW as follows: <br />1. Recommend tabling the decision until the submission of additional information <br />(i.e., RCWD and U.S. Army Corp of Engineers). <br />2. Metropolitan Council states analysis of impacts of water runoff from the site must <br />be completed before an EIS determination can be made. <br />3. Metropolitan Council recommends applicants try to reduce runoff volume to <br />predevelopment conditions. <br />4. Environmental Board to review and comment following the submission of <br />additional information. <br />OPTIONS <br />1. Motion making a Negative Declaration on the Need for an Environmental Impact <br />Statement. <br />2. Motion making a Positive Declaration on the Need for an Environmental Impact <br />Statement. <br />3. Motion to recommend tabling the decision until the submission of additional <br />information. <br />
