AGENDA ITEM 7F <br />STAFF ORIGINATOR: John Powell, City Engineer <br />COUNCIL MEETING DATE: July 23, 2001 <br />TOPIC: Resolution No. 01 - 110 - Approve Plans and Specifications and Authorize <br />Advertisement for Bids, 2001 Surface Water Management project <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />After storm water ponds and drainage ways are constructed, they require periodic maintenance <br />to ensure their effectiveness. Five areas have been identified for maintenance in 2001, they are <br />located as follows: <br />Location <br />Mar Don Acres <br />Twilight Acres 2nd Addition <br />Highland Meadows West <br />Thomas Street <br />Tomahawk Trail <br />Type of Maintenance <br />storm sewer outlet repairs <br />pond cleaning <br />downstream ditch cleaning <br />storm sewer outlet repair <br />install storm sewer and ditch cleaning <br />The maintenance activity required at these sites is more extensive than what is typically <br />undertaken by Public Works staff. The selected sites also have limited accessibility. They have <br />been combined into one project in order to minimize mobilization costs. <br />The funding for this work is provided by the Surface Water Management Fund. This fund was <br />established in 1992 as a revenue source in order to meet the "administrative, planning, <br />ponding, mitigation, and water quality needs" of the City. It is reimbursed through assessments <br />to new subdivisions and is also collected as property owners connect to City utilities. <br />The schedule for this project is as follows: <br />City Council Approves Plans and Specifications <br />City Council Authorizes Ad for Bids <br />City Council Awards Contract <br />Construction Begins <br />July 23, 2001 <br />July 23, 2001 <br />August 27, 2001 <br />September 1, 2001 <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution Number 01-110 approving the plans and specifications and authorizing <br />advertisement for bids for the 2001 Surface Water Management project. <br />3. Not adopt Resolution No. 01-110. <br />RECOMMENDATION: <br />Option No. 2 - Staff recommends that Resolution Number 01-110 be adopted. <br />
