CITY COUNCIL <br />AGENDA ITEM 1D <br />STAFF ORIGINATOR: Lisa Hogstad-Osterhues, Deputy City Clerk <br />MEETING DATE: August 24, 2015 <br />TOPIC: Consider Adoption of Resolution No. 15-82, <br />Approving a Premises Permit for the Centennial High <br />School Football Booster's Club to conduct Charitable <br />Gambling at Elwood's <br />VOTE REQUIRED: Simple Majority (3/5 Vote Required) <br />BACKGROUND <br />An application for a Premises Permit has been submitted by the Centennial High School <br />Football Booster's Club. The applicant is Candace Clark, Gambling Manger. The <br />application requests permission for the Booster's to conduct charitable gambling at <br />Elwood's located at 7997 Lake Drive. <br />The Lino Lakes Code of Ordinances, Section 611, regulates lawful gambling in the city. <br />The code includes eligibility requirements for organizations wishing to conduct lawful <br />gambling. The Centennial High School Football Booster's Club is eligible because they <br />have at least 15 members that are residents of the city. The code also requires that the <br />Public Safety Department review and make a recommendation on premise permit <br />applications; the Lino Lakes Public Safety Department is in the process of conducting a <br />background investigation. The Premise Permit is contingent upon the background <br />information on the principal applicants, <br />Minnesota Lawful Gambling law requires that the local unit of government approve a <br />premise permit applications before such are submitted to the Gambling Control Board for <br />final consideration. Therefore, the City Council is being asked to consider approval of <br />the attached resolution approving the application submitted by the Centennial High <br />School Football Booster's Club. <br />RECOMMENDATION <br />Approve Resolution No. 15-82 approving a premises permit for the Centennial High <br />School Football Booster's Club to conduct charitable gambling at Elwood's contingent <br />on their background. <br />
