WS — Item #1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br />Date: August 24, 2015 <br />To: City Council <br />From: Marty Asleson <br />Re: Mattress and Furniture Recycling <br />Background <br />In 2014 the City began offering mattress recycling as part of our monthly recycle day. <br />This service began with an initial per mattress cost of $15.00 which was the cost charged <br />at the recycling plant. This service was expanded in 2015, as part of a Recycling <br />Enhancement Grant from Anoka County, to include furniture. The fee remained the <br />same. A sea crate was obtained as part of the grant to facilitate the storage of mattresses <br />and furniture and also have a means for our recycling vender to transport the materials to <br />the recycling plant. We were getting a reasonable volume of materials. <br />In April, following council direction, the service was provided free of charge for Lino <br />Lakes residents. While this program has been a great success in terms of increased <br />recycling volumes the costs have greatly increased from a few hundred dollars to several <br />thousand dollars. If the program is continued free of charge our mattress and furniture <br />recycling costs will exceed our budget and grant reimbursement amount. <br />Accordingly, staff is recommending reestablishment of a fee for this service. The fee will <br />be commiserate with our vender costs. This is estimated to be approximately $20 per <br />item. If a charge is going to be added staff would like to have this noticed in our next <br />recycling day advertisements. Alternatively the service can be discontinued. <br />Requested Council Direction <br />Staff is requesting Council approval to charge an onsite drop-off recycling fee for <br />mattresses and furniture. <br />
