COUNCIL MINUTES August 10, 2015 <br />APPROVED <br />46 Resolution 15-79, Approving a Special Event Permit for <br />47 American Legion Post 566 Approved <br />48 <br />49 Resolution No. 15-80, Accepting Blue Heron Days Festival <br />50 Donations Approved <br />51 <br />52 FINANCE DEPARTMENT REPORT <br />53 <br />54 There was no report from the Finance Department. <br />55 <br />56 ADMINISTRATION DEPARTMENT REPORT <br />57 <br />58 There was no report from the Administration Department. <br />59 <br />60 PUBLIC SAFETY DEPARTMENT REPORT <br />61 <br />62 4A) Public Safety Department Update — Police Chief Swenson updated the council: <br />63 - New Fire Station Project — the floors are in and the facade is near completion; <br />64 - Staffing — a class of firefighters are currently in training and scheduled to finish on August 26; <br />65 the department will have 32 trained firefighters; there are eight more candidates in the hiring <br />66 process; <br />67 - Equipment — Engines were out and about for Night to Unite and will be at the Blue Heron <br />68 Days Parade; <br />69 Policies and Procedures — the department has launched new policies and begun training <br />70 <br />71 Mayor Reinert noted that fire services through the Lino Lakes Fire Department will be launched in <br />72 December, before the January deadline. <br />73 <br />74 PUBLIC SERVICES DEPARTMENT REPORT <br />75 <br />76 There was no report from the Public Services Department. <br />77 <br />78 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />79 <br />80 6A) Consider 1st Reading of Ordinance No. 07-15, Rezoning certain properties along Lake <br />81 Drive from R-1, Single Family Residential and R -1X, Single Family Executive Residential to R, <br />82 Rural- City Planner Katie Larsen reviewed the written staff report. The ordinance before the council <br />83 provides for the rezoning of certain parcels along Lake Drive — rezoned from single family residential <br />84 to rural. The change was prompted by one property owner, the Staneks, who want to continue to keep <br />85 farm animals on their land. Staff received a request to rezone their property but the council denied <br />86 that in lieu of looking at the bigger picture. In studying the possibility of rezoning a larger area, staff <br />87 found it to be mainly rural in nature and consistent with that type of city zoning. The proposed <br />88 rezoning has been through a public hearing process before the Planning and Zoning Board and no <br />89 concerns were voiced about the change. <br />90 <br />2 <br />
