District can be used as a transitional district or buffer between non -compatible uses such as <br />intense commercial (GB) and residential uses. No new land shall be zoned LB, Limited <br />Business unless the site or area lies within the City's MUSA and sanitary sewer and municipal <br />water is available. <br />Staff recommends amending the NB, Neighborhood Business District and LB, Limited Business <br />District to allow for veterinary hospitals with a conditional use permit. Currently, there are 17 <br />parcels zoned NB and 2 parcel zoned LB in the City. <br />Staff will also note we have had no issues or concerns regarding the existing Rice Creek Animal <br />Hospital located in the Spirit Hills mall in close proximity to residential homes and other retail <br />business. <br />Findings of Fact <br />The Planning and Zoning Board shall consider possible adverse effects of the proposed <br />amendment. Its judgement shall be based upon, but not limited to, the following factors: <br />(a) The proposed action has been considered in relation to the specific policies and provisions of <br />and has been found to be consistent with the official City Comprehensive Plan. <br />The proposed action of the text amendment is in relation to the specific policies and provisions <br />of and is consistent with the official City Comprehensive Plan based upon the goals and policies <br />set forth by Chapter 5 — Economic Development Plan. <br />Goal 1: Expand and diversify the city's tax base by encouraging mixed -use and nodal <br />development to lessen the tax burden on residential properties. <br />Policy 3: Ensure commercial development is dispersed appropriately throughout the <br />community and in designated business development areas. <br />Policy 5: Integrate into neighborhoods those retail and service commercial activities that <br />service the neighborhood. <br />Goal 2: Work with developers to identify innovative strategies for attracting entry level and <br />smaller entrepreneurial businesses to Lino Lakes. <br />Policy 2: Work with the current business community, Chamber of Commerce and the <br />city's EDAC to attract new businesses and expand the economic success of existing <br />businesses. <br />Goal 5: Promote Lino Lakes' location within the metropolitan region as an advantage in <br />doing business. <br />Policy 2: Collaborate with business support organizations to serve the needs of current <br />and future businesses. <br />2 <br />
