COUNCIL SPECIAL WORK SESSION August 24, 2015 <br />DRAFT <br />CITY OF LINO LAKES <br />MINUTES <br />DATE : August 24, 2015 <br />TIME STARTED : 6:00 p.m. <br />TIME ENDED : 6:25 p.m. <br />MEMBERS PRESENT : Council Member Stoesz, Kusterman, <br />Rafferty, Roeser and Mayor Reinert <br />MEMBERS ABSENT : none <br />Staff members present: City Administrator Jeff Karlson; Community Development <br />Director Michael Grochala; Public Safety Director John Swenson; Environmental <br />Coordinator Marty Asleson <br />1. Recycling Program Update — Environmental Coordinator Asleson explained that <br />earlier in the year staff discussed mattress and furniture recycling and the informal <br />process of collecting costs for handling items. In recent months he is seeing the SCORE <br />funds balance dropping. He is recommending that some additional costs be recovered <br />through the recycling day. Working with the vendor who helps with recycling, he has <br />worked out some appropriate fees based on the cost of handling the mattresses and also <br />furniture by the tonnage. Mr. Asleson said he feels that the fees are fair and the city is <br />still offering a good deal. <br />Mayor Reinert said the ability to offer the service for free is not possible at this time. A <br />council member asked about non-resident use of the recycling services and Mr. Asleson <br />explained that identification is checked and there has been very little participation by <br />outside of city residents. <br />Mr. Asleson also noted that staff is looking at the "bridging" idea that would provide for <br />reuse of usable furniture. He will be meeting with representatives of the bridging <br />program as well as Anoka County to discuss possibilities and standards. <br />The council concurred with staff's proposed recycling program change. <br />2. Review Regular Agenda of August 24, 2015 <br />Several agenda items were reviewed by staff.
