occurs in a manner that also conserves and enhances the city's natural resources <br />and amenities. <br />• Goal 4: Identify and work cooperatively with the state and other local <br />government entities to develop approaches for addressing potential ecological <br />challenges and threats that could adversely affect Lino Lakes. <br />• Goal 5: Maintain the City's residents and businesses with an affordable and safe <br />sanitary sewer system. <br />The proposed development is consistent with the Sanitary Sewer Plan by providing <br />sanitary services to undeveloped areas in a planned manner. Public sanitary sewer will be <br />installed within the development. The site is located in Sanitary Sewer District 4 (Sub- <br />district 4A) and is ultimately served by White Bear Township. An existing gravity and <br />force main sanitary sewer bisects the southwest corner of the site. This was installed to <br />serve the North Oaks Rapp Farms development and is connected with White Bear <br />Township. Sanitary sewer service will be through a joint powers agreement with White <br />Bear Township. <br />Water Supply System Plan <br />Goals of the Water Supply System Plan are: <br />• Goal 1: Provide the City's residents and businesses with affordable potable water <br />that is safe and of high quality for daily consumption and fire demand. <br />The proposed development is consistent with the Water Supply System Plan. Public <br />water main will be installed with the development. Municipal water will be provided <br />from White Bear Township into the future until development progresses far enough north <br />to allow connection to the Lino Lakes system. <br />Community Facilities Plan <br />The only community facilities proposed with the development are possible trails. <br />Planning Districts <br />The development is located in Planning District 4. <br />Overall Recommendations include: <br />• A gateway should be considered at the intersection of Centerville Road and <br />County Road J (Ash Street). <br />• Work with White Bear Township to create Joint Powers Agreements for <br />municipal utility service. <br />• Pursue a full interchange at I-35E and County Road J (Ash Street). <br />9 <br />
