• Goal 4: Ensure that local streets are maintained (or reconstructed to) an acceptable level. <br />• Goal 5: Reduce unnecessary traffic on Lino Lakes' streets and roads. <br />• Goal 6: Promote alternative transportation such as bicycling, walking, transit and rail. <br />• Goal 7: Maintain and coordinate the transportation system with adjacent communities, <br />Anoka County, Washington County, Metropolitan Council and Mn/DOT. <br />The proposed development shall provide consistency with the Comprehensive Plan by <br />incorporating sidewalks and trails, connecting public access to CSAH 32/Ash Street and making <br />necessary improvements to the intersection of CSAH 21/Centerville Road. <br />The inclusion of sidewalks and trails are critical for pedestrian connectivity to nearby <br />commercial nodes. Retail businesses, restaurants, and a movie theater exist within a'/4 mile of <br />the subject site. <br />Planning Districts <br />The development is located in Planning District 4. <br />Overall Recommendations include: <br />• A gateway should be considered at the intersection of Centerville Road and County Road <br />J (Ash Street). <br />• Work with White Bear Township to create Joint Powers Agreements for municipal utility <br />MAIFIKINA <br />• Pursue a full interchange at I-35E and County Road J (Ash Street). <br />• Work with Anoka County and Ramsey County to ensure appropriate access management <br />on County Road J (Ash Street). <br />Growth Management Policy <br />Per the Comprehensive Plan (page 3-27), an annual average of 230 units per year over each 5 <br />year phasing period not to exceed 345 units in any 1 year is allowed. At the end of the 5 year <br />phasing period unallocated units will be averaged out over the next 5 years. <br />A phasing plan shall be required to insure consistency with this requirement. <br />EDAC CONSIDERATION <br />Staff is requesting input from the Economic Development Advisory Committee on the following: <br />1. How important is the commercial component to the site? <br />2. Should focus be on connecting with existing off -site commercial opportunities rather than <br />providing for commercial uses? <br />2 <br />
