CITY COUNCIL <br />AGENDA ITEM 6C <br />STAFF ORIGINATOR: Katy Thompson, WSB & Associates, Inc. <br />MEETING DATE: November 9, 2015 <br />TOPIC: Consider 1St Reading of Ordinance No. 10-15, Amending City <br />Code Section 1103: Floodplain Management Ordinance Update <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />Staff is requesting City Council consideration to amend the City's Floodplain Management <br />regulations. <br />BACKGROUND <br />As part of a national five-year map modernization effort, FEMA flood risk maps being updated <br />for the state of Minnesota. These maps are used to determine flooding risks and flood <br />insurance premiums for property owners. The new maps will incorporate new available <br />technical data, have aerial photo backgrounds, to make it easier to find specific addresses, and <br />will also be produced digitally for use with computer mapping programs. The current City of <br />Lino Lakes flood risk maps were last updated in 1982. <br />FEMA has issued their Final Letter of Determination for the updated Anoka County Flood <br />Insurance Study and Flood Insurance Rate Maps. As part of the process, communities <br />participating in the National Flood Insurance Program, like Lino Lakes, must adopt new <br />floodplain management ordinances before the new maps become effective on December 16, <br />2015. <br />The City's existing requirements within Chapter 1103 of the City Code are based on previous <br />National Flood Insurance Program [NFIP] regulations. City staff has been working with WSB <br />to amend the code requirements for consistency with the new FEMA flood risk maps, as well <br />as new NFIP and state requirements. A summary of the proposed changes, by section, is <br />attached. <br />RECOMMENDATION <br />Staff is recommending approval of the 1St Reading of Ordinance No. 10-15. <br />ATTACHMENTS <br />1.
