July 25, 2001 <br />To: Twilight Acres 1st and 2nd Addition Area Residents <br />Re: Project Update and Resident Poll <br />Dear Resident: <br />On May 14, 2001, the City Council held a public hearing for the above referenced project. At the <br />meeting a revised feasibility report was presented. The revised report detailed the construction of <br />sanitary sewer only. The sanitary sewer would be constructed in the boulevards to minimize street <br />removal and replacement. By constructing the sanitary sewer in the boulevards it will not have the <br />necessary depth to provide a gravity connection to the existing homes. The existing homes will <br />need a grinder pump to facilitate their sanitary flow into the new sewer main. <br />At the public hearing an alternative was also presented that involved removing the portion of the <br />project within the Twilight Acres 2nd Addition. This may allow the City to apply the Community <br />Development Block Grant it received to 25 lots, rather than 32 lots. This could reduce the average <br />assessment in the Twilight Acres 1st Addition from $5,900 to $3,500. At the time of the public <br />hearing it was not known if Anoka County would allow the City to reduce the project area and keep <br />the entire grant. Since the public hearing it has been determined that the reduced project area would <br />still meet the federal requirements for the grant. However, the County Board would review the <br />revised project and may decide to alter the amount of the grant. <br />The City Council has directed City staff to send out a survey to poll the affected property owners <br />regarding the project proceeding. Please complete the attached poll form and return it to the City at <br />your earliest convenience.
