AGENDA ITEM 7A <br />STAFF ORIGINATOR: Mary Alice Divine <br />DATE: <br />TOPIC: <br />9/10/2001 <br />Resolution No. 01-130 authorizing application for the <br />Livable Communities Demonstration Program <br />Vote Required: Simple Majority <br />BACKGROUND: <br />As part of the city's participation in the Minnesota Livable Communities Act, <br />funds are made available to cities to promote the purposes of the Act. In 1997 <br />Lino Lakes applied for planning funds through the Livable Communities <br />Demonstration Account (LCDA) for the creation of compact, efficient, mixed use <br />development. The city received $220,000 in funds to hire Calthorpe Associates— <br />a firm specializing in Traditional Neighborhood Development—to complete a <br />master plan and design standards for the Town Center. <br />In 2000 Lino Lakes requested $1.5 million in funding, recognizing it was the only <br />mechanism to gain control of the 30 -acre site to implement the master plan. The <br />Metropolitan Council awarded the city $450,000 to begin implementation of <br />housing in the Village. The city has been working with developers to develop <br />senior rental apartments on the portion of the site already under city control. <br />This year the city is applying again for $1.5 million in funding to assist the <br />developers in acquisition of the remaining land. The application for funding must <br />include a resolution of support from the city in which the project is located. <br />OPTIONS: <br />1. Adopt Resolution No. 01-130 authorizing application for the Livable <br />Communities Demonstration Program <br />2. Do not approve the Resolution <br />3. Return to staff for further consideration <br />RECOMMENDATION: <br />Option 1 <br />
