Centennial School District - Elementary School Site and Building Plan Review/Conditional Use Permit September 24, 2001 Page 7 Grading, Drainage and Utilities: A grading/drainage plan and utility plan have been submitted for review. As noted on the utility plan, the proposed building encroaches on an existing utility easement. The acceptability of this condition as well as the grading/drainage plan and utility plan should be subject to review and approval by the City Engineer. It also should be noted that the Environmental Board has recommended that the area on the western side of the bus parking lot be considered for infiltration purposes. The Planning Commission recommends that this proposed infiltration area be retained as a grass field. Environmental Board Action: Comments of the Environmental Board, dated 8/31/01, are attached. OPTIONS 1. Recommend approval of the site and building plan/conditional use permit amendment request (to allow the construction of an elementary school within a PSP, Public/Semi- Public District) based on the findings outlined in the September 19, 2001 planning report and subject to the conditions outlined in Resolution 01-159. 2. Recommend denial of the site and building plan/conditional use permit amendment request (to allow the construction of an elementary school within a PSP, Public/Semi- Public District) based on findings of fact from the Planning Commission. 3. Table the application and request more information. RECOMMENDATION The Planning and Zoning Board recommends approval of the site and building plan/conditional use permit to allow the construction an elementary school in a PSP, Public/Semi-Public zoning District as outlined in the meeting minutes. Staff recommends the City Council approve the request as outlined in Resolution 01-159.
