MEETING DATE: <br />TOPIC: <br />BACKGROUND <br />AGENDA ITEM 7 D <br />Michael Grochala <br />November 26, 2001 <br />Resolution No. 01-187 <br />Lino Lakes Commercial Development <br />Final Plat Approval <br />The City Council approved the preliminary plat on April 26, 1999. A final plat of <br />the proposed development was originally approved by the City Council on <br />February 14, 2000. However, due to issues regarding the easterly extension of <br />Apollo Drive, the plat was not recorded. <br />Staff has since worked with the Developer to acquire the property needed for the <br />Apollo Drive extension. A purchase agreement was executed by the City and <br />Developer on October 22, 2001. The Developer is now submitting a revised plat <br />for approval, dated November 21, 2001, that removes the property covered by <br />the purchase agreement and modifies the configuration of Lot 1, Block 1 to <br />reflect the approved McDonald's Site Plan (City Council Resolution 01-168). <br />ANALYSIS <br />Plat Review <br />The revised plat creates three lots: Lot 1, Block 1 (McDonald's site), Outlot A <br />(Private Road) and Outlot B. Lot 1 and Outlot A will be developed as part of the <br />McDonald's development. Outlot B will not be developed at this time. The <br />proposed number of lots and configuration is consistent with the preliminary plat <br />approval excluding the Apollo Drive parcel, which is being purchased by the City. <br />The plat provides all necessary drainage and utility easements with the exception <br />of easements across Outlot B for the McDonald's (Lot 1, Block 1) stormwater <br />outfall. The easement(s) for this purpose have not been included on the plat due <br />to the unknown configuration of the future development on Outlot B. Staff has <br />been informed, by McDonald's, that a separate agreement for drainage purposes <br />across Outlot B has been prepared. Submittal of a copy of this agreement to the <br />City is included as a condition of plat approval. <br />The plat provides the necessary right-of-way dedication and access control for <br />Lake Drive (CSAH 23). <br />
