COUNCIL MINUTES DECEMBER 17, 2001 <br />accommodate new growth that would be allowed under the new growth policy of the comprehensive <br />plan. <br />City Planner Smyser presented the following schedule for the interim ordinance establishing the <br />moratorium as follows: <br />Notice to Quad Press <br />Published <br />Public Hearing <br />First Reading <br />Second Reading <br />Published <br />Effective <br />Tuesday 11/20/01 <br />Monday 11/26/01 <br />P & Z 12/12/01 <br />City Council 12/17/01 <br />City Council 1/14/02 <br />1/21/02 <br />2/21/02 <br />City Planner Smyser advised the moratorium would be effective for one year, until February 21, 2003. <br />The City can extend it beyond that, if necessary. Staff plans to complete revisions to the subdivision <br />and zoning ordinances before the expiration date to avoid the need for an extension. <br />City Planner Smyser indicated that the City Council and staff have agreed that a Task Force shall be <br />formed to undertake the ordinance revision work. The Task Force will consist of two members from <br />each of the City's Boards and will be chaired by a City Councilmember. He anticipated that a <br />schedule will be determined for the first few months but the specific topics have not been finalized. <br />City Planner Smyser advised the Planning and Zoning Board conducted a public hearing on the <br />moratorium ordinance on December 12, 2001. The Planning and Zoning Board recommended that <br />the City Council approve the first reading of Ordinance No. 23-01. <br />Mayor Bergeson noted that a public hearing had been held during the Planning & Zoning Board's <br />consideration of this issue; however, he was willing to open the meeting for comments from the <br />audience. <br />Neal Blanchet, representing Larkin, Hoffman, Daly & Lindgren, Ltd., stated that he was present this <br />evening on behalf of GM Development, Inc. and Gary Uhde regarding the Behms Century Farm <br />development, which has been in process for nearly nine years. He had a letter in this regard and <br />requested the letter and his comments be entered into the public record on this matter. A copy of the <br />letter will be attached to the Council minutes. <br />Mayor Bergeson asked Mr. Blanchet if he had attended the Planning & Zoning Board public hearing <br />regarding the proposed moratorium. Mr. Blanchet stated that he had not. <br />Mayor Bergeson asked that Mr. Blanchet summarize the information presented at the public hearing. <br />Mr. Blanchet stated that Mr. Uhde feels that the proposed moratorium will bring an abrupt end to his <br />development. He indicated that Mr. Uhde has had a good relationship with the City and believed that <br />he could continue to work with the City and design a development that would meet the City's goals. <br />8 <br />
