JOINT RESOLUTION OF PRINCIPAL MUNICIPALITIES <br />AFFECTED BY CSAH 14/I -35E INTERCHANGE <br />WHEREAS, the undersigned cities of Lino Lakes, Hugo and Centerville (hereinafter <br />"The Cities") are municipalities which lie adjacent to or near the intersection of CSAH 14 and <br />Interstate 35E (hereinafter "the Interchange"); and, <br />WHEREAS, the Interchange serves as the principal freeway access for commercial, <br />residential, and permanently rural areas within The Cities; for example, growing industrial parks <br />within the City of Hugo and Lino Lakes are served by vehicle and truck traffic from the <br />interchange and residents of all The Cities use the Interchange for access to urban and rural <br />residential housing in all directions; and, <br />WHEREAS, as presently configured, the intersection consists of four (4) narrow <br />exit/entrance lanes off of I -35E which serve CSAH 14; and, <br />WHEREAS, CSAH 14 will soon be expanded and updated to accommodate increasing <br />traffic from the east and west; and, <br />WHEREAS, it is apparent to The Cities that there is a real and immediate need to <br />upgrade and improve the Interchange to protect public health, safety and welfare. Among other <br />problems, the Interchange has sight distance deficiencies, and its narrowness creates traffic <br />congestion on the easterly and westerly approaches to the Interchange on CSAH 14, as well as <br />creating congestion on I -35E; and, <br />WHEREAS, The Cities are expecting to continue to experience substantial growth which <br />will worsen the traffic conditions present at the Interchange and which will be sufficient to cause <br />additional congestion on I -35E; and, <br />WHEREAS, The Cities are aware that the Minnesota Department of Transportation has <br />considered the CSAH 14/I -35E project as a potential candidate for improvements. <br />NOW, THEREFORE, it is hereby mutually resolved as follows: <br />1. Each of The Cities has observed that the Interchange's current condition and <br />configuration is insufficient to safely accommodate existing and expected traffic at and around <br />the intersection, and will continue to create congestion and safety problems. <br />2. The Cities respectfully request that the Minnesota Department of Transportation <br />accelerate, however possible, its consideration of improvements to the Interchange and endeavor <br />to give the Interchange high priority for reconstruction. <br />3. Each of The Cities, to the extent reasonably possible, pledges to work closely <br />with each other, the Minnesota Department of Transportation, and any other regulatory, <br />
