AGENDA ITEM 7D <br />STAFF ORIGINATOR: Michael Grochala <br />COUNCIL MEETING DATE: July 8, 2002 <br />TOPIC: Resolution No. 02-72, Authorizing <br />Preparation of Surface Water <br />Management Plan <br />ACTION REQUIRED: Simple Majority <br />BACKGROUND: <br />The City of Lino Lakes is required to prepare a Surface Water Management Plan that <br />must, at a minimum, meet the requirements for local plans in Minnesota Statutes, <br />Section 103B.235 and be in conformance with Watershed District, Management <br />Organization and Metropolitan Council plans. The City's "first generation" plan was <br />adopted in 1994. Since this time both the Rice Creek Watershed District (RCWD) and <br />the Vadnais Lake Area Water Management Organization (VLAWMO) have updated <br />their watershed management plans. As such the City is required to update its existing <br />plan. The update is also a requirement as part of the Metropolitan Council's review of <br />the City's Comprehensive Plan. <br />TKDA, the City's Engineer, has submitted a proposal to prepare the plan for a not to <br />exceed cost of $43,900. The project is proposed to be funded by the City's Surface <br />Water Management Fund. The City established Surface Water Management Charges <br />in 1992, in part, to cover the costs of local water management planning. It is <br />anticipated that a draft plan will be completed within 90 days of executing the proposal. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution Number 02-72, Ordering preparation of Surface Water <br />Management Plan. <br />RECOMMENDATION: <br />Option No. 2. <br />ATTACHMENTS <br />1. Resolution 02-72 <br />2.
