CITY OF LINO LAKES <br />RESOLUTION NO. 02-73 <br />RESOLUTION CONCURRING WITH WASHINGTON COUNTY <br />REGARDING PROPOSED ALIGNMENTS FOR THE <br />CSAH 8/14 RECONSTRUCTION PROJECT <br />WHEREAS, Washington County has received Federal funding to reconstruct County <br />State Aid Highway (CSAH) 8/14 between I -35E in Lino Lakes, Anoka County, and TH <br />61 in Hugo, Washington County, as a four -lane highway; and <br />WHEREAS, Washington County has entered into Cooperative Agreements with Anoka <br />County and Hugo to prepare environmental documents and plans for the CSAH 8/14 <br />Reconstruction Project, and <br />WHEREAS, Washington County is the Responsible Governmental Unit (RGU) for the <br />CSAH 8/14 Reconstruction Project, and <br />WHEREAS, Minnesota Rule 4410.4300 Subp. 22 requires an Environmental Assessment <br />Worksheet (EAW) be prepared for the project; and <br />WHEREAS, Washington County will prepare and circulate for review and comment an <br />Environmental Assessment (EA) document pursuant to the Minnesota Department of <br />Transportation Alternative Environmental Review Process adopted by the Minnesota <br />Environmental Quality Board; and <br />WHEREAS, Washington County has prepared an alternatives analysis studying <br />alignment alternatives along Main Street in Lino Lakes and Frenchman Road in Hugo <br />connecting with TH 61 at 140th Street, 142nd Street, 145th Street, and 147th Street/Oneka <br />Lake Boulevard; and <br />WHEREAS, Washington County recommends that the 140`h Street alignment be <br />eliminated from further study because of environmental impacts, right-of-way and <br />construction costs, and travel patterns; and <br />WHEREAS, Washington County recommends that the alignment alternatives along Main <br />Street in Lino Lakes and Frenchman Road in Hugo connecting with TH 61 at 142nd <br />Street, 145th Street, and 147th Street/Oneka Lake Boulevard move forward for further <br />study in the EA document. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LINO LAKES, MINNESOTA: <br />1. that the City of Lino Lakes concurs that the 140`h Street alignment be eliminated from <br />further study and the alignment alternatives along Main Street in Lino Lakes and <br />
