CITY OF LINO LAKES <br />RESOLUTION NO. 02-82 <br />RESOLUTION APPROVING A SITE PLAN REVIEW AND <br />CONDITIONAL USE PERMIT FOR RUSSIAN BAPTIST CHURCH, <br />LOCATED NORTH OF ASH STREET & WEST OF BALDWIN LAKE ROAD <br />(PIN #31-31-22-33-0021) <br />(SEE ATTACHED LEGAL DESCRIPTION) <br />WHEREAS, the City has received an application for a Site Plan Review & Conditional <br />Use Permit for the construction of Russian Baptist Church, and <br />WHEREAS, the City's zoning ordinance and subdivision regulations provide for and <br />establish standards for Site Plan Review, in Section 2, subd. 5, and Conditional Use <br />Permits, in Section 2, subd.2, and <br />WHEREAS, the proposed Site Plan Review and Conditional Use Permit meets the above <br />described standards, <br />NOW, THEREFORE BE IT RESOLVED THAT Lino Lakes City Council approves the <br />proposed Site Plan Review and Conditional Use Permit for Russian Baptist Church as <br />described by the plans and documents stamped as received June 13, 2002 and August 1, <br />2002 (Site Plan & Landscape Plan only). <br />BE IT FURTHER RESOLVED, that the following conditions of approval apply: <br />1.) Any future expansion of the church shall require Site Plan Review and a Conditional <br />Use Permit Amendment. <br />2.) Incorporate suggestions made by Jane Pemble of the Anoka County Highway <br />Department, in her letter dated August 30, 2002: <br />• Dedication of 50 feet of right-of-way on Ash Street to Anoka County, along with <br />right -of -access <br />• Realignment of the access driveway so that is aligns with the eastern edge of the <br />parking lot <br />• Entrance width should be 24 feet wide and include a 6"curb, per State Aid Highway <br />requirements <br />• The proposed landscape plantings should be removed from sight triangles <br />• The proposed infiltration pond adjacent to Ash Street should be removed from the <br />County right-of-way <br />• A permit must be pulled with Anoka County for any work to be done in the right-of- <br />way <br />
