CITY OF LINO LAKES RESOLUTION NO. 02-82 RESOLUTION APPROVING A SITE PLAN REVIEW AND CONDITIONAL USE PERMIT FOR RUSSIAN BAPTIST CHURCH, LOCATED NORTH OF ASH STREET & WEST OF BALDWIN LAKE ROAD (PIN #31-31-22-33-0021) (SEE ATTACHED LEGAL DESCRIPTION) WHEREAS, the City has received an application for a Site Plan Review & Conditional Use Permit for the construction of Russian Baptist Church, and WHEREAS, the City's zoning ordinance and subdivision regulations provide for and establish standards for Site Plan Review, in Section 2, subd. 5, and Conditional Use Permits, in Section 2, subd.2, and WHEREAS, the proposed Site Plan Review and Conditional Use Permit meets the above described standards, NOW, THEREFORE BE IT RESOLVED THAT Lino Lakes City Council approves the proposed Site Plan Review and Conditional Use Permit for Russian Baptist Church as described by the plans and documents stamped as received June 13, 2002 and August 1, 2002 (Site Plan & Landscape Plan only). BE IT FURTHER RESOLVED, that the following conditions of approval apply: 1.) Any future expansion of the church shall require Site Plan Review and a Conditional Use Permit Amendment. 2.) Incorporate suggestions made by Jane Pemble of the Anoka County Highway Department, in her letter dated August 30, 2002: • Dedication of 50 feet of right-of-way on Ash Street to Anoka County, along with right -of -access • Realignment of the access driveway so that is aligns with the eastern edge of the parking lot • Entrance width should be 24 feet wide and include a 6"curb, per State Aid Highway requirements • The proposed landscape plantings should be removed from sight triangles • The proposed infiltration pond adjacent to Ash Street should be removed from the County right-of-way • A permit must be pulled with Anoka County for any work to be done in the right-of- way
