Studenski, City Engineer <br />COUNCIL MEETING DATE: September 23, 2002 <br />TOPIC: Consideration of Resolutions 02-131 through 02-136 Declaring <br />Costs to be Assessed and Order Preparation of Proposed <br />Assessment <br />VOTE REQUIRED: 3/5 Vote Required <br />BACKGROUND: <br />Four projects have progressed to the point where assessment rolls can be <br />prepared. Costs for each improvement have been calculated by the City <br />Engineer. Resolutions have been prepared ordering the preparation of the <br />assessment rolls. State Statutes and the Lino Lakes City Charter require a <br />formal resolution ordering preparation of an assessment roll for each <br />improvement project. <br />The developer projects to be assessed are as follows: <br />West Shadow Ponds <br />Royal Pines <br />Clearwater Creek 5th Addition <br />Lake Drive/Apollo Drive Improvements <br />There are also several property owners who connected to City utilities this past <br />year and requested the assessments be collected with their taxes. Each <br />resolution will require a separate vote of the City Council. <br />OPTIONS: <br />1. Adopt separate motions for each resolution. <br />2. Return to staff for further review. <br />RECOMMENDATION: <br />Staff recommends Option No. 1, the adoption of the resolution for each project <br />and for the individual properties that connected. <br />
