Studenski, City Engineer <br />COUNCIL MEETING DATE: October 28, 2002 <br />TOPIC: Public Hearing, EIm Street Reconstruction <br />Resolution No. 02-154, Authorizing Preparation of Plans and <br />Specifications for Street and Storm Sewer. <br />VOTE REQUIRED: 3/5 Vote required to close the hearing <br />Simple majority to authorize plans and specifications <br />BACKGROUND: <br />Due to the deteriorating condition of EIm Street between Sunset Road and Grey <br />Heron Drive, the City Council order a feasibility study for the reconstruction of the <br />street. This segment of roadway is designated as a Municipal State Aid Street <br />and serves as a minor collector within the City's Comprehensive Transportation <br />Plan. In addition, some properties adjacent to and beyond Elm Street do not <br />have access to sanitary sewer or water. <br />The street reconstruction portion of the project will be funded mostly through <br />Municipal State Aid. Sanitary sewer and watermain will be mostly funded <br />through assessments. <br />The next step in the process is to close the Public Hearing and authorize the <br />plans and specifications for the street and storm sewer portion of the project. <br />The City must allow 60 days to elapse following the Public Hearing before any <br />further action can be taken on the sanitary sewer and watermain portion of the <br />proposed project as required by the City Charter. <br />OPTIONS: <br />1. Close Public Hearing and Adopt Resolution 02-154, Authorizing the <br />Preparation of Plans and Specifications for Street and Storm Sewer. <br />2. Close Public Hearing and not Adopt Resolution No. 02-154. <br />3. Continue the Public Hearing and Adopt Resolution 02-154, Authorizing the <br />Preparation of Plans and Specifications for Street and Storm Sewer. <br />4. Continue the Public Hearing and not Adopt Resolution 02-154. <br />RECOMMENDATION: <br />Option No. 1 - Staff recommends closing the Public Hearing and that Resolution <br />No. 02-154 be adopted. <br />
