AGENDA ITEM 6C <br />STAFF ORIGINATOR: John Powell, City Engineer <br />COUNCIL MEETING DATE: April 10, 2000 <br />TOPIC: Resolution No. 00-42, Receive Feasibility Report and Call Hearing <br />on Improvement — Apollo Drive Phase 4 Improvements <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />On December 20, 1999, the City Council ordered the preparation of a feasibility <br />report investigating the eastern extension of Apollo Drive from Lake Drive to 77th <br />Street. The report involves the installation of sanitary sewer, watermain, storm <br />sewer, and roadways. These improvements would serve the proposed <br />McDonald's restaurant site, the JADT Planned Development Overlay area, and <br />the areas currently zoned Shopping Center. The proposed infrastructure will <br />serve the northeast quadrant of the Town Center Master Plan area. <br />The first portion of the report, which addresses the improvements needed to <br />serve the proposed McDonald's site, will be completed and submitted to the City <br />Council at the meeting on Monday. The remainder of the report, extending to <br />77th Street, will be prepared when the Town Center Master Plan process is <br />complete. This is necessary to obtain more detail regarding the intensity, <br />location, and orientation of the development sites, and therefore the required <br />public improvements. <br />A key component of the project cost estimate is the cost of acquiring the land <br />necessary for the construction of the improvements. However, the City Attorney <br />has indicated there is an extraordinarily long lead time associated with <br />appraisals. In order to proceed with the improvements to serve the McDonald's <br />site in a timely manner, the City Attorney will provide an estimated land cost for <br />incorporation into project cost calculation and assessment estimate. He has <br />indicated this is an acceptable method of proceeding with the public <br />improvement process on this project. <br />
