AGENDA ITEM 71 <br />STAFF ORIGINATOR: John Powell, City Engineer <br />COUNCIL MEETING DATE: March 12, 2001 <br />TOPIC: Resolution No. 00 -41, Ordering Preparation of a Study for the <br />2001 21st Avenue Street and Utility Improvements <br />VOTE REQUIRED: 4/5 Vote Required <br />BACKGROUND: <br />This project involves the construction of roadway and storm sewer along 21st <br />Avenue, south of Main Street. 21st Avenue is located along the border between <br />Centerville and Lino Lakes and is immediately west of the existing Amoco <br />station. It will also provide an improved roadway access to the new Dairy Queen <br />on the southeast corner of 21st Avenue/Northern Lights Boulevard. <br />The installation of roadway and storm sewer in this area has been considered <br />previously. A TKDA study dated January 26, 1998, and revised February 23, <br />1998, was submitted to the City and evaluated not only storm sewer and streets <br />but also sanitary sewer and water service to this area. City staff is re -initiating <br />the public improvement process for the following reasons: <br />1. <br />The cost information contained in the original study is over three years <br />old and should be updated. <br />2. The cost for these improvements will be recovered through <br />assessments to benefiting properties in Lino Lakes, and through the <br />Joint Powers Agreement with the City of Centerville. We want to <br />provide current cost information to Centerville before proceeding with <br />re -construction of the roadway. We also want to ensure the Statute <br />429 process, including the assessment process, remains intact. <br />3. Ownership of some effected properties in Lino Lakes has changed <br />since 1998. <br />4. Additional detail is available regarding use of the adjoining properties. <br />The Feasibility Study will be received at the April 9, 2001 City Council meeting. <br />Assuming concurrence by the City of Centerville, the construction would take <br />place this Spring. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution No. 00-41, Ordering Preparation of a Study for the 2001 <br />21st Avenue Street and Utility Improvements. <br />RECOMMENDATION: <br />Option No. 2 - Staff recommends that Resolution No. 00-41 be adopted. <br />
