COUNCIL MINUTES DECEMBER 18, 2000 <br />FINANCE DEPARTMENT REPORT, AL ROLEK <br />Resolution No. 2000 —124, Amending the 2000 General Fund Budget, Al Rolek - Staff advised <br />in 1999 the City Council accepted the 1998 Financial Report. This report identified excess revenues <br />in the General Fund, of which the City Council designated $24,000 towards the purchase of voting <br />machines. The machines were purchased in 2000. The Election capital outlay budget should be <br />amended to reflect the purchase of the machines and the dollars will be taken from the General Fund <br />Designated fund balance. (Staff referred to Schedule A, #1) <br />Secondly, the 2000 General & Water Funds should be amended to record various Council actions <br />throughout the year for salary adjustments and technology improvements in the amount of $75,675 to <br />be funded by accumulated antenna lease revenues per Resolution No. 00 — 66. (Staff referred to <br />Schedule A, #2) <br />Finally, the proposed Black Duck trail extension budgeted in 2000 will not occur until 2001 <br />following final acquisition of the easements. Staff recommends that the $50,000 budgeted for the <br />extension in the 2000 General Fund budget be transferred to the Dedicated Parks fund to finance the <br />project in 2001. (Staff referred to Schedule A, #3) <br />Council Member Dahl moved to adopt Resolution No. 2000 — 124, as presented. Council Member <br />Reinert seconded the motion. Motion carried unanimously. <br />Resolution No. 2000 —124 can be found in the City Clerk's office. <br />Resolution No. 00 —125, Transfer Funds for Debt Service, Al Rolek — Staff advised each year a <br />transfer is made into the 1992 Bond Fund to cover the deficit balance. These bonds were originally <br />sold to finance the West Central Trunk. In 1995, funds were transferred to the Area and Unit Fund <br />from TIF funds to defray the cost of the trunk. <br />The transfer is to cover bond payments only. The amount of the transfer would be $417,345. <br />Council Member O'Donnell moved to adopt Resolution No. 00 — 125, as presented. Council Member <br />Reinert seconded the motion.
