He noted that the <br />136 ambulance service that serves the city may be locating a vehicle at the new station on occasion. <br />137 <br />138 PUBLIC SERVICES DEPARTMENT REPORT <br />139 <br />140 There was no report from the Public Services Department. <br />141 <br />142 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />143 <br />144 6A) Resolution No. 15-128, Adopting Assessments, 2015 Individual Property Which <br />145 Requested Connection to City Utilities — City Engineer Hankee reported that the resolution would <br />146 add one individual property to the list for assessing the cost of connection to city utilities, at the <br />147 request of the property owner. <br />148 <br />149 Council Member Kusterman moved to approve Resolution No. 15-128 as presented. Council <br />150 Member Roeser seconded the motion. Motion carried on a voice vote. <br />151 <br />152 6B) 2nd Reading of Ordinance No. 11-15, Vacating Drainage and Utility Easement, Outlot C <br />153 and Outlot D of NorthPointe — Community Development Director Grochala presented the ordinance <br />154 for 2nd Reading and adoption. The ordinance deals with overlapping easements and will clear the title <br />155 for the property, at the request of the developer. Staff is supportive of the change. <br />156 <br />157 Council Member Kusterman moved to waive the full reading of Ordinance No. 11-15. Council <br />158 Member Roeser seconded the motion. Motion carried on a voice vote. <br />159 <br />160 Council Member Kusteintan moved to approve the 2nd Reading and Adoption of Ordinance No. 11-15 <br />161 as presented. Council Member Roeser seconded the motion. Motion carried: Yeas, 4; Nays none. <br />162 Council Member Rafferty was absent. <br />163 <br />164 6C) Consider 1st Reading of Ordinance No. 10-15, Amendment to Chapter 1103: Floodplain <br />165 Management — Katy Thompson, WSB and Associates, reviewed the written report. She noted that <br />166 the report includes a summary of proposed changes to the ordinance language and that the changes <br />167 have been reviewed by city staff and the Planning and Zoning Board. The reason that the language <br />168 should be updated is that FEMA has updated certain standards. <br />169 <br />170 The mayor asked about the standard of changes. Ms. Thompson explained that the DNR has defined <br />171 a floodplain differently but it isn't a change in delineation. The mayor asked if the regulations will be <br />172 more encumbering for building and property owners and Ms. Thompson said no. <br />173 <br />174 Council Member Kusterman asked if the regulations will in any way prevent people from challenging <br />175 FEMA on their determinations and Ms. Thompson said no and in fact the appeal process to FEMA <br />176 remains intact and further individuals wouldn't be able to purchase flood insurance from FEMA if the <br />177 city's ordinance language isn't updated. <br />178 <br />4 <br />
