(a) Designed (or modified) and adequately anchored to prevent floatation, collapse, <br />or lateral movement of the structure resulting from hydrodynamic and hydrostatic loads, <br />including the effects of buoyancy; <br />(b) Constructed with materials and utility equipment resistant to flood damage; <br />(c) Constructed by methods and practices that minimize flood damage; and <br />(d) Constructed with electrical, heating, ventilation, plumbing, and air conditioning <br />equipment and other service facilities that are designed and/or located so as to prevent <br />water from entering or accumulating within the components during conditions of <br />flooding. <br />§ 1103.09 PUBLIC UTILITIES, RAILROADS, ROADS, AND BRIDGES. <br />(1) Building site. All public utilities and facilities such as gas, electrical, sewer, and <br />water supply systems to be located in the floodplain must be floodproofed in accordance <br />with the State Building Code or elevated to the regulatory flood protection elevation. <br />(2) Public transportation facilities. Railroad tracks, roads, and bridges to be located <br />within the floodplain must comply with § 1103.05 and 1103.06 of this chapter. These <br />transportation facilities must be elevated to the regulatory flood protection elevation <br />where failure or interruption of these facilities would result in danger to the public health <br />or safety or where such facilities are essential to the orderly functioning of the area. <br />Minor or auxiliary roads or railroads may be constructed at a lower elevation where <br />failure or interruption of transportation services would not endanger the public health or <br />safety. <br />(3) On-site water supply and sewage treatment systems. Where public utilities are not <br />provided: <br />(a) On-site water supply systems must be designed to minimize or eliminate <br />infiltration of flood waters into the systems; and <br />(b) New or replacement on-site sewage treatment systems must be designed to <br />minimize or eliminate infiltration of flood waters into the systems and discharges from <br />the systems into flood waters and they must not be subject to impairment or <br />contamination during times of flooding. <br />(c) Any sewage treatment system designed in accordance with the state's current <br />statewide standards for on-site sewage treatment systems is considered to be in <br />compliance with this Section. <br />§ 1103.10 MANUFACTURED HOME PARKS, MANUFACTURED HOMES, <br />RECREATIONAL VEHICLE PARKS, AND RECREATIONAL VEHICLES. <br />(1) Manufactured home parks.
