CITY OF LINO LAKES <br />RESOLUTION NO. 81 - 89 <br />RESOLUTION URGING ANOKA COUNTY'S CONSIDERATION OF PROCEEDING <br />WITH OPTICAL SCAN VOTE COUNTING EQUIPMENT FOR THE 1990 <br />ELECTIONS <br />WHEREAS: cities in Anoka County have for many years been <br />using the punch card system for voting which lacks <br />voter confidence and is not an acceptable system to <br />most legislators; and <br />WHEREAS: the system is prone to error, has a high percentage <br />of voter fall-off, final tallying of ballots is <br />time consuming, and punch card ballots are <br />sensitive to moisture, handling and storage; and <br />WHEREAS: <br />WHEREAS: <br />WHEREAS: <br />WHEREAS: <br />WHEREAS: <br />WHEREAS: <br />WHEREAS: <br />the cities of St. Paul, Minneapolis, Rochester, <br />Duluth, Bloomington and cities of Hennepin and <br />Ramsey Counties have used the optical scan voting <br />equipment in past elections, and <br />Anoka County is the last major metropolitan county <br />not using the optical scan equipment; and <br />through purchasing the same optical scan equipment <br />cities can provide each other emergency backup <br />services and have a uniform voting system in the <br />County; and <br />the cities have advertised for and received sealed <br />bids in accordance with the law for joint <br />purchasing based on a common set of specifications; <br />and <br />the bid results have proven to be competitive bids <br />with options for programming hardware and software <br />costs for Anoka County at favorable costs; and <br />optical scan voting equipment has experienced a 30% <br />price increase since 1987, and it is anticipated <br />that these cost increases will be applicable at the <br />rate of 15% per year for 1990 and 1991 making it <br />prudent to consider purchase of optical scan voting <br />equipment for the 1990 elections; and <br />cities involved in the Joint Purchase Agreement <br />have concluded that without Anoka County's <br />participation in providing the programming and <br />ballot printing costs, purchasing the opticalscan <br />vote counting system may not be accomplished for <br />the 1990 elections. <br />PAGE 1 <br />
