Council Member <br />Elliott <br />introduced the following resolution and moved its adoption: <br />CITY OF LINO LAKES <br />RESOLUTION NO. 92 - 77 <br />RESOLUTION ESTABLISHING A PARKS AND RECREATION BOARD SUB COMMITTEE <br />According to the objectives as set forth in the Lino Lakes Parks <br />and Recreation Comprehensive Plan; <br />WHEREAS, it shall be an objective of the City of Lino Lakes to <br />provide recreational programs which adequately address the <br />recreational desires of all segments of the community including <br />children, teens, adults, elderly, and the handicapped. <br />WHEREAS, it shall further be an objective of the City to support <br />and encourage a wide diversity of recreational interests within the <br />community. <br />WHEREAS, it shall further be an objective of the City to <br />administer programs on a fair and equitable basis to ensure all <br />individuals and groups receive adequate representation and <br />opportunity. <br />WHEREAS, it shall be a policy to identify principals and standards <br />that apply uniformly to all programs, sites, and facilities. The <br />set of principals and standards shall: <br />a. Identify the program objectives and facility needs for <br />specific activities. <br />b. Provide for all levels of ability. <br />c. Develop programs which effectively meet program <br />objectives. <br />d. Ensure that adequate funding, staff and facilities are <br />available to carry -out specific programs. <br />e. Undertake a seasonal review of the effectiveness of <br />specific programs and activities. (Programs which are not <br />effective should be eliminated.) <br />WHEREAS, Leadership and Code of Conduct guidelines relating to <br />each activity group and program shall be developed for the purpose <br />of defining acceptable and appropriate actions and behavior of <br />individuals responsible for overseeing specific programs and <br />activities. <br />
