Council Member Elliott <br />adoption: <br />introduced the following resolution and moved its <br />CITY OF LINO LAKES <br />RESOLUTION NO. 95 - 143 <br />RESOLUTION ESTABLISHING A HOUSING AND <br />REDEVELOPMENT AUTHORITY IN AND FOR THE CITY OF <br />LINO LAKES <br />WHEREAS, Minnesota Statutes, Section 469.001 et seq. ("HRA Act") <br />authorizes cities to establish a housing and redevelopment authority <br />with specified powers and obligations within the community; and <br />WHEREAS, the City Council of the City of Lino Lakes ("City") has held a <br />public hearing on the establishment of a housing and redevelopment <br />authority following published notice as required by the HRA <br />Act, at which hearing the views and opinions of all those wishing to <br />express same were heard, <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City <br />of Lino Lakes, Minnesota as follows: <br />1. The City finds that there are substandard, slum or blighted areas existing within <br />Lino Lakes that cannot be redeveloped without government assistance. <br />The City finds that there is a shortage of decent, safe and sanitary dwelling <br />accommodations available to persons of low income and their families at rentals <br />they can afford. <br />3 The City finds there is a need for a housing and redevelopment authority to <br />operate within Lino Lakes. <br />4. The Housing and Redevelopment Authority in and for the City of Lino Lakes (the <br />"HRA") is hereby established pursuant to the HRA Act. <br />5. The HRA shall have all of the powers, rights, duties and obligations confirmed on <br />housing and redevelopment authorities by the HRA Act. <br />
