28. That alt interested persons, including licensed haulers, have had
notice and an adequate opportunity to participate in the planning and discussion of
organized collection and that a public hearing was held on November 20, 1996 at
which the City Council received input from the public on the project.
29. That under the current system licenses are issued for one year and alt
licenses expire on June 1 of each year.
30. That a move to a single hauler system would provide the city with
greater control over solid waste collection.
31. That Ordinance No. 507 currently establishes a licensing system for
residential haulers and commercial haulers. That adoption of a one hauler system
wilt require a substantial amending of Ordinance 507 as it relates to residential
solid waste collection.
32. That it is anticipated that the one hauler system would become
effective and commence on January 1, 1998. That it will be necessary to extend
1996-1997 licenses for a period of six months thereby extending the termination
dates for said licenses to December 31, 1997.
From the foregoing, the City Council now makes the following:
NOW THEREFORE, BE IT RESOLVED:
1. That in regulating the collection of solid waste the city acts within its
authority to consider the interest of public health, safety, welfare and good order.
2. That the adoption of a one hauler system for the collection of
residential solid waste through a public bidding process serves the health, safety,
welfare and good order of the public.
