Financing <br />Issues <br />The City needs to ensure that funding is available to implement the policies and actions identified in this <br />plan and to respond to future needs of development, operation and maintenance, and repairs. In order to <br />attain the goals identified in this plan, the City will need to provide funding and staffing resources <br />adequate to address the goals of the plan. Current funding includes trunk stormwater improvement fees <br />and the general fund; however, other funding options may need to be considered. <br />Goals & Policies <br />Goal 4.12.1: Ensure that the costs of the surface water system are equitably distributed and sufficiently <br />funded to cover the liabilities. <br />Policy 4.12.1A: Update and apply area based charges so that the surface water related costs of <br />development can be fairly borne by development. <br />Policy 4.12.1B: Consider funding options that will equitably distribute the costs of managing and <br />implementing the City's surface water management plan, such as a stormwater utility or district - <br />based fees. <br />Goal 4.12.2: Leverage partnerships to cost-effectively manage the City's surface water and natural <br />resource systems and attain the goals of this plan. <br />Policy 4.12.2A: Pursue grants, donations, and in-kind contributions to help fund stormwater <br />projects. <br />Policy 4.12.2B: The City will coordinate local stormwater management issues with the member <br />watersheds and neighboring cities in order to leverage the watershed's work and thus reducing <br />City expenditures. <br />City of Lino Lakes SWMP 1 December 20151 73 <br />
