3.3. Climate & Precipitation <br />The climate of Lino Lakes is similar to the climate for the overall Seven County Metropolitan Area which <br />exhibits the typical characteristics of continental climates. Areas with continental climates have winters <br />with at least one month below 32° F and at least three months of temperatures above 50° F. Regions with <br />continental climates are characterized by winter temperatures cold enough to support snow cover from <br />late fall to early spring, and relatively moderate precipitation that occurs mostly in the summer months. <br />Climate data was collected by the National Weather Service Cooperative at the Minneapolis -St. Paul <br />International Airport (Station 215435) and supplemented with data from the St. Paul station (station <br />217377) to fill gaps in the snowfall record. The data summary of precipitation, snowfall, and temperature <br />presented in Table 1 covers the 30 years between 1981 and 2010. The average annual temperature is 46.2 <br />degrees F. Average annual precipitation is 30.6 inches, including approximately 51.6 inches of snowfall <br />(Table 1). The recurrence interval is a measure of the probability of occurrence of the storm event. For <br />example, a rainfall event of 5.9 inches has a 1% probability of occurring in any given year which is <br />expressed as once in every 100 years, the 3.6 inch rainfall event has a 20% probability of occurring in any <br />given year which is expressed as once in every 5 years. <br />These U.S. Precipitation Frequency Estimates for the Midwest are currently being updated (Atlas 14 - <br />Draft) by the National Oceanic and Atmospheric Administration (NOAA) and the National Weather <br />Service (NWS). Once this study is complete, it is anticipated that the precipitation for the recurrence <br />intervals illustrated in Table 2 will be modified. This project is expected to be completed in 2013. <br />Updated information on rainfall patterns and rainfall intensity may require modification of City <br />ordinances and policies to ensure that development and redevelopment account for the changes in rainfall <br />patterns and the resulting water management needs.
