The purpose of the plan is to provide leadership and guidance on regional housing needs and challenges and to support Thrive MSP 2040. The Housing Policy Plan provides an integrated policy framework to address housing challenges greater than any one city or county can tackle alone. Consistent with state statute (Minn. Stat. 473.859, subd. 2(c) and subd. 4), communities must include a housing element and implementation program in their local comprehensive plans that address existing and projected housing needs. The Council has also determined the regional need for low and moderate income housing for the decade of 2021-2030 (see Part III and Appendix B in the Housing Policy Plan). Lino Lakes' share of the region's need for low and moderate income housing is 515 new units affordable to households earning 80% of area median income (AMI) or below. Of these new units, the need is for 284 affordable to households earning at or below 30% of AMI, 197 affordable to households earning 31% to 50% of AMI, and 34 affordable to households earning 51% to 80% of AMI.
