WS — Item # 5 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 5 <br />Date: February 1, 2016 <br />To: City Council <br />From: Michael Grochala <br />Re: Local Surface Water Management Plan <br />Background <br />The City of Lino Lakes is required to prepare a Surface Water Management Plan that <br />must, at a minimum, meet the requirements for local plans in Minnesota Statutes, Section <br />103B.235 and be in conformance with Watershed District, Management Organization, <br />and Metropolitan Council plans. The Rice Creek Watershed District (RCWD) completed <br />an update to their watershed management plans in June of 2010 which subsequently <br />required an update to the City's plan. <br />The plan provides an assessment of the City's land and water resources, identifies issues <br />and establishes goals and policies for 12 management categories, identifies proposed <br />actions to implement the plan and estimated costs, as well as describing the process to <br />administer the plan and coordinate with other local and regional agencies. <br />The City Council authorized preparation of the plan in June of 2011. The City's <br />Environmental Board reviewed the plan, prepared by EOR, Inc., at their March 27, 2013 <br />regular meeting and recommended approval of the plan. Under state law the plan must <br />be distributed for review and comment to RCWD, VLAWMO, Metropolitan Council, and <br />Anoka County prior to City approval of the document. The plan was approved for <br />distribution by the City Council on May 13, 2013 (Resolution 13-64). <br />No comments were received from the Vadnais Lake Area Water Management <br />Organization (VLAWMO) or Anoka County. Metropolitan Council completed its review <br />in June of 2013 and commended the City on its proactive approach to water management. <br />The City received comments from the RCWD in July of 2013 requesting modification to <br />the plan primarily related to intercommunity surface water flows. This led to continued <br />discussions with the RCWD regarding the NE Drainage Area. Additional language was <br />added to the plan to acknowledge the City's work on the NE Drainage Area and that <br />implementation of planning for the area would be subject to RCWD rules and approvals. <br />The RCWD Board of Managers approved the plan on January 13, 2016. <br />Pursuant to Minn.
