��'RCWD <br />•-vis,--rri RICE CREEK WATERSHED DISTRICT <br />July 16, 2013 <br />Michael Grochala <br />Community Development Director <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />RE: City of Lino Lakes LSWMP Comments <br />Dear Mr. Grochala, <br />The Rice Creek Watershed District (RCWD) has completed a formal review of the City of Lino Lakes Local <br />Surface Water Management Plan (LSWMP) for compliance with the current RCWD Watershed <br />Management Plan, as well as MN Statutes 1036.235 and MN Rules 8410. The reviewed plan was dated <br />March 25, 2013 and received by the District on June 6, 2013. The plan is largely compliant in terms of <br />formatting and the general level of detail provided, however, the District offers a few comments that <br />must be addressed before staff can recommend that the LSWMP be approved by the RCWD Board of <br />Managers. <br />1. Page 5 and elsewhere as appropriate: RCWD Rules RMP -2 and RMP -3 have been consolidated <br />into Rule F as of June 26, 2013 (effective date: July 1, 2013). The District understands that the <br />LSWMP was drafted during its Rule revision process, but suggests that the LSWMP be amended <br />accordingly. <br />2. Page 34: RCWD's floodplain modeling effort is complete. The language indicates that it is still <br />underway in 2012. This section is not current. <br />3. As in comment #2, several portions of the plan read as though they were written in 2012 and <br />have not been reviewed for accuracy since then. Please ensure that the plan is up-to-date in <br />this fashion. <br />4. A map should be included that clearly shows which areas of the City are under the jurisdiction of <br />RCWD and VLAWMO, respectively. <br />5. No land cover map was found within the plan. A current land cover map using MLCCS or other <br />land cover data should be included. This could be inserted after Figure 21. <br />6. Policy 4.1.1.0 is no longer consistent with RCWD Rule C. Please modify this policy to be in <br />alignment with RCWD Rule C.5(f) and C.6(f). <br />7. The TMDL discussions are generally very good, but appear to omit discussions of key <br />downstream impaired waters such as Middle Rice Creek and Long Lake (New Brighton). If <br />TMDL's were to be developed for these waterbodies, Lino Lakes would likely be listed as a <br />regulated MS4. <br />8. The City's Shoreland, Floodplain and Erosion Control ordinances and MS4 SWPPP should be <br />attached as appendices to the LSWMP <br />9.
