The plan <br />review process has been protracted and the city wishes to work cooperatively with the RCWD to <br />finalize this document so the city can move onto implementing the plan. Following the summary of <br />each comment and response, proposed plan language, citing the comment, is attached for <br />consideration and discussion at our meeting scheduled for Dec. 15, 2015. <br />Comment from RCWD Dec, 2, 2015 Letter <br />1. Section 2.2, RCWD Management Plans and Rule F: RCWD Rules RMP -2 and RMP -3 have been <br />consolidated into Rule F as ofJune 26, 2013 (effective date: July 1, 2013). Note that the consolidation <br />of the RMP rules does not replace the need for permit review under District Rules C and F, as indicated <br />in this section; the requirements of each rule must still be met. <br />Response: <br />Text updated on pages 5 and 6 of SWMP. See yellow highlighted sections below. <br />Rice Creek Watershed District WMP <br />The Rice Creek Watershed District Watershed Management Plan was last updated in November of <br />2014. The plan provides the guidance and implementation for the RCWD to manage the water and <br />natural resources of the district into the foreseeable future extending through 2020. The <br />Watershed Management Plan incorporates and builds on the previous district plans as well as <br />numerous studies, inventories and assessments that have been completed in recent history. The <br />plan is organized around eight management categories including: 1) Education, Data and <br />Information; 2) Lakes; 3) Wetlands; 4) Drainage Systems and Waterways; 5) Excess Runoff; 6) <br />District Facilities; 7) Open Space; and 8) Groundwater. The management categories provide the <br />guide for plan implementation and district expenditures. The identified goals and polices <br />established by the plan are implemented in part by the established Rules. The RCWD adopted Rule <br />RMP -3, which governs approximately 95% of Lino Lakes, in 2009. This Rule is specifically focused <br />on improving wetland functions and water quality through the District's permitting process. RCWD <br />rule RMP -3 was consolidated into Rule F on June 26, 2013.
