CITY COUNCIL <br />AGENDA ITEM 1D <br />STAFF ORIGINATOR: Lisa Hogstad-Osterhues, Deputy City Clerk <br />MEETING DATE: August 10, 2015 <br />TOPIC: Consider Resolution No. 15-78, Authorizing issuance of a <br />Special Event Permit for the American Legion Post 566 <br />Blue Heron Days Family Picnic and Boat — Motorcycle - <br />Car Show <br />VOTE REQUIRED: Simple Majority (3/5 Vote Required) <br />BACKGROUND: <br />American Legion Post 566 has scheduled a special event for August 14th, 15th and 16th <br />during the weekend of the Blue Heron Days festival. The outdoor event plans include a <br />barbeque, beverages, classic country rock band that will play outdoors from 3:00 p.m. to <br />7:00 p.m. on August 15th as well as a boat — motorcycle — car show from 1:00 p.m. to <br />4:00 p.m. on August 15th. <br />The Legion would like to fence off a portion of their property on the south side of their <br />building to be used for picnic event. The Minnesota Alcohol and Gambling Enforcement <br />Division has approved a 1- 4 Day Temporary On- Sale Liquor License to allow the <br />consumption of alcohol in this outdoor area. <br />The Legion would like to hold a boat — motorcycle — car show on city owned property to <br />the south of the Legion where the Community Gardens are located. <br />The Legion has submitted to the City an application for a Special Event. The <br />applications have been reviewed by staff, including the police and fire departments, and <br />the applicant has been provided with a list of safety conditions. The applicant has agreed <br />to comply with the conditions and to address any other safety considerations that may <br />arise. <br />Therefore, staff is presenting for city council consideration a resolution authorizing the <br />issuance of a Special Event Permit for the American Legion Post 566. <br />RECOMMENDATION: <br />Approve Resolution No. 15-79, authorizing issuance of a Special Event Permit to the <br />American Legion Post 566. <br />
