WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 1 <br />Date: March 7, 2016 <br />To: City Council <br />From: Diane Hankee <br />Re: American Legion Parking <br />Background <br />The American Legion would like to add parking at their club located at 7731 Lake Drive. <br />They currently have 35 regular stalls and 2 handicap stalls. Multiple options for <br />expanding their existing parking on site were considered back in 2011. The most that <br />could be gained was an additional 12 stalls. The American Legion is proposing a new <br />parking lot on the adjacent City owned land that would accommodate approximately 35 <br />additional stalls. The site plan provided does not currently include provisions for <br />stormwater management. <br />The City owns three acres of commercial land adjacent to the American Legion. The <br />commercially zoned land is high in value. The assessed market value of the 1 acre parcel <br />nearest the Legion is $97,100 ($2.33/SF). The last purchase offer the city had on this <br />parcel was $277,000 ($6.35/SF) per acre. An appraisal of the land should be completed <br />to determine an actual value. The City property is currently used for community gardens. <br />If the Council desires to sell the land to the American Legion the next steps would be: <br />1. American Legion is to prepare a more detailed plan to determine the land area that <br />they will need. <br />2. City will obtain an appraisal and draft a Purchase Agreement. <br />3. American Legion process: <br />a. Submit a Land Use Application for the proposed parking lot <br />improvements. <br />b.
