3 <br />West R-1, Single <br />Family Vacant Residential Low density <br />residential <br /> <br />Conditional Use Permit <br /> <br />The property is zoned PSP, Public and Semi-Public and allows for schools (public and <br />private) with a conditional use permit. The school is considered to have an existing <br />conditional use permit because it was constructed prior to the July 1997 ordinance <br />update. Any change involving a structural enlargement of the facility requires an <br />amendment to the conditional use permit. <br /> <br />The Planning and Zoning Board shall recommend a conditional use permit and the <br />Council shall order the issuance of such permit only if it finds the following criteria have <br />been met: <br /> <br />1. The proposed development application has been found to be consistent with the <br />policies and recommendations of the Lino Lakes Comprehensive Plan including: <br /> <br />a. Land Use Plan. <br /> <br />b. Transportation Plan. <br /> <br />c. Utility (Sewer and Water) Plans. <br /> <br />d. Local Water Management Plan. <br /> <br />e. Capital Improvement Plan. <br /> <br />f. Policy Plan. <br /> <br />g. Natural Environment Plan. <br /> <br />The proposed school addition for early childhood education is consistent with the <br />policies and recommendations of the comprehensive plan. <br /> <br />2. The proposed development application is compatible with present and future land <br />uses of the area. <br /> <br />The proposed school addition for early childhood education is compatible with <br />present and future land uses. The property to the north is zoned PSP, Public and <br />Semi-Public and is guided for park and open space. The property is part of the <br />Anoka County Rice Creek Chain of Lakes Park Reserve. The properties to the west, <br />east and south are zoned and guided for single family residential development. <br />Single family homes exist in the surrounding neighborhood. <br />
