CALL TO ORDER
33 Community Development Director Grochala introduced city staff present as well as consultant
34 Kendra Lindahl of Landform who would be updating the group on the Watermark project that is
35 proposed for the northeast area of the city.

40 Ms. Lindahl reviewed a PowerPoint presentation on the Watermark development proposal by
41 Mattamy Homes (full presentation on file). The presentation included information on required
42 elements such as an amendment to the city's comprehensive plan, rezoning, a preliminary plat
43 and PUD development staging plan. She reviewed what the schedule looks like at this point,
44 noting that the development is at the first step of a multi -step process.

47 - Existing condition of the site;

48 - AUAR done for the site in 2015;
49 - Comprehensive plan implications for the site;
50 - Zoning map implications for the site;
51 - Master planning;
52 - Parks and open space planning;
53 - Connections to future development (train connections, commercial facilities);
54 - Land use planning (density and consistency with the city's comprehensive plan);
55 - Lot area exhibit showing lot sizes/house types;
56 - Plans to model all types of homes at the entrance to the development;
57 - Entry features for the development area (bridge, park concept);
58 - Streets planned within the development with green space to be maintained by the
59 development;
60 - A recreation center complex (5,000 sq ft).

66 Environmental Board Member Barbara Bor asked about signaling planned for the development

67 area and Community Development Director Grochala reviewed plans for streets, including
68 signaling standards, and noted that signals will be possible and a part of design planning.

70 There were questions raised about the drainage system and whether it leads to the lakes that are
71 being created within the development. Mr. Grochala explained the current ditch system and the
72 drainage study that has been underway for the northeast area of the city; that impacts the
73 development area and involves the lake in the development. The lake itself would provide
74 irrigation water for the development.

76 A question arose about density and affordability and Community Development Director Grochala
77 explained that housing fitting into the affordable category isn't a part of the development at this
78 time. He explained how density is phased and planned so that it generally increases toward the
79 commercial area to the south. Roads would be designed to carry a balanced amount of traffic.

81 In a discussion about transportation and the lack of commercial within the development, Mr.
82 Grochala noted that recent improvements to the intersection of 35E and CSAH 14 were key, and
83 along with improvements coming through a new drainage plan that in turn encourages more
84 rooftops in the area, will draw commercial to the area.

86 Mayor Reinert concurred, adding that one benefit of a master plan is that development doesn't
87 occur piecemeal. He noted that a more dense development was originally planned for this site but
88 this is scaled down and still provides some of the density called for in the city's comp plan. The
89 mayor noted his favor with the quick build -out of parks and the inclusion of a community center;
90 those elements will be present for residents very early rather than fifteen or so years down the line.
91 He said that overall he feels the development is a good addition to Lino Lakes but he still wants to
92 hear any concerns from board members as they review the plans.

94 'The group discussed the availability of single level living space with development representative
95 Rick Packer outlining some single family styles that have a generational element.

97 Elevation requirements around the water features was discussed; a priority will certainly be that
98 flood plain will not beincluded/created. The depth of the lakes themselves will be up to about 25
99 feet.

As the group reviewed the renderings of exterior home styling, it was pointed out that Mattamy
Homes is known for its variation in all areas of their homes, offering different products and
elevations throughout their developments.

There being no further business to discuss, the meeting was adjourned at 8:05 p.m.
