17 Moriteza Salehi, owner of the commercial property at 560 Lilac Street, asked the council to intervene
18 in the matter of SAC charges owed and assessed against his property. He noted that in 2010 the city
19 issued a permit without collecting SAC charges to Anytime Fitness at the Lilac Street location. Six
20 months later, he purchased the whole mall and received no information indicating charges were due
21 against the property. The city asked him to pay the assessment and he sought relief from the courts
22 and is still awaiting assignment of the case. He is concerned that his new tenant, Fiesta Cancun
23 Restaurant, not be barred from receiving their liquor license pending the settlement of this matter.
24 Mayor Reinert explained that the council has been made aware of the situation and will be fully
25 discussing the matter at their next work session on May 2 in order to solve the problem as soon as
26 possible.

34 American Legion Post 566 representatives presented the following awards:
35 - Police Officer of the Year — Mike Monson;
36 - Fire Fighter of the Year — District Chief Paul Peltier
37 The Legion representatives explained that the awards are presented by the American Legion
38 representing the Centennial area and the two individuals selected are nominated to the state level and
39 will be considered for that recognition. It is very important to the American Legion to honor the
40 work done by these fine men and their colleagues.

69 3A) Consider Execution of 2016-201\7 Labor Agreement between the City and LELS Local
70 No. 260 — City Administrator Karlson explained that staff is requesting authorization to execute an
71 agreement with city employees union No. 260, representing police officers. The process bringing
72 forward this agreement has involved several meetings and eventually mediation. He reviewed the
73 terms included in the proposed agreement including its two-year term.

75 Mayor Reinert recalled that the city did move away from multi -year contracts with the city's union
76 i
employees mainly due to the recession and uncertainty that surrounded that period. Now, with sgns
77 of recovery, he is comfortable again with two-year contracts. He's confident the city will be moving
78 ahead with all the labor contracts soon.

80 Council Member Kusterman recognized the efforts of Administrator Karlson in achieving a fair
81 agreement.

83 Council Member Rafferty moved to approve the labor agreement as presented. Council Member
84 Maher seconded the motion. Motion carried on a voice vote.

86 3B) Consider Appointment of Alex McKenzie, Community Development Intern —
87 Administrator Karlson requested council authorization to hire Mr. McKenzie as an intern in the
88 Community Development Division. He noted the success of the internship program, with several
89 previous individuals moving from interns to planning department positions in other cities.

91 Community Development Director (irochala noted that Mr. McKenzie is currently a student at St.
92 Cloud State University and lives in the vicinity.

94 Council Member Rafferty moved to approve the appointment of Alex McKenzie as Community
95 Development Intern effective May 2, 2016. Council Member Manthey seconded the motion. Motion
96 carried on a voice vote.

98 3C) Consider Execution of 2016-2017 Labor Agreement between the City and LELS Local
99 NO.299 — Administrator Karlson reviewed the terms of the proposed agreement, noting also the
100 outstanding Memorandum of Understanding (MOU) that will be added soon. Council Member
101 Kusterman and Mayor Reinert asked if it wouldn't be clearer to have everything approved at the same
102 time; is that how the situation is handled by other cities. Public Safety Director Swenson explained
103 that there is no precedent and he believes it is in the best interest of the city as employer and for the
104 employees impacted to have the additional language in the form of an MOU and that it cover a two
105 year period.

107 Council Member Rafferty moved to approve the labor agreement as presented. Council Member
108 Manthey seconded the motion. Motion carried on a voice vote.

110 31)) Consider Resolution No. 15449, Establishing 2016 Compensation Plan for Non -Union
III Employees — Administrator Karlson reviewed the staff report outlining the proposal for a non -union
112 compensation adjustment, noting that it follows the compensation increase provided in the labor
113 agreements.

115 Council Member Rafferty asked that the council table this matter until all labor contracts are settled,
116 based on the principle of doing so. Administrator Karlson recommended against tabling the matter in
117 respect of non -union employees and added that it would be more work for the payroll clerk to hold it
118 up. Council Member Kusterman concurred that the process is where it should be. Council
119 Member Manthey added that the offer of a 2.5% increase is across the board so he doesn't see a
120 reason to hold up this action. Council Member Rafferty suggested that passage now is putting the
121 cart before the horse and he'd prefer the action not go forward at this point.

124 Member Manthey seconded the motion. Motion carried on a voice vote; Council Member Rafferty
125 recorded as voting no.

129 4A) Consider Hiring Paid On -Call Firefighters — Public Safety Director Swenson reported on
130 the extensive hiring process used to bring forward two individuals recommended to be hired as
131 firefighters, Kent Alley and Mark Hokkanen. He noted that the hiring of these two individuals would
132 bring the staff level to full and a waiting list would be established for future applicants.

134 Council Member Maher moved to approve the hiring of Mark Hokkenan and Kent Alley as
135 recommended. Council Member Kusterman seconded the motion. Motion carried on a voice vote.

137 413) Consider Hiring of Police Officer — Public Safety Director Swenson noted that the number
138 of sworn staff for the police department is currently at 26 and the budget calls for 27. Therefore a
139 hiring process was conducted and the department is recommending the hiring of Ashley Albindia to
140 fill the open position.

142 Council Member Maher moved to approve the hiring of Ashley Albindia as recommended. Council
143 Member Kusterman seconded the motion. Motion carried on a voice vote.

151 6A) Consider Resolution No. 16-28, Approving Easement Acquisition, Well No. 6 —
152 Community Development Director Grochala reviewed his written report outlining a request to
153 authorize staff to proceed with the purchase of an easement to provide for drainage and utilities for
154 the new Pump House No. 6 project.

156 Council Member Kusterman moved to approve Resolution No. 16-28 as presented. Council Member
157 Maher seconded the motion. Motion carried on a voice vote.

159 613) Consider Resolution No. 1&29, Authorizing Preparation of Transportation Alternatives
160 Program Project Application — Community Development Director Grochala reviewed his written
161 report requesting authorization to contract with WSB & Associates to prepare a grant application for
162 federal funding to assist with construction of a trail project from Lino Lakes Elementary to the I35W
163 bridge.

165 Mayor Reinert remarked that it is wonderful to see plans for a trail to the north end of the city. He
166 thinks the investment in preparing a grant application will be a good one in seeking the funding
167 needed for this trail project. He noted that he is also looking to city staff to seek grant funds from
168 Anoka County that could be used for improvements in the area planned for a park.

Council Member Manthey noted that he is well aware of the area that would be served by this trail. It
would be a great improvement for the city and he is supportive.
Council Member Rafferty moved to approve Resolution No. 16-29 as presented. Council Member
Manthey seconded the motion. Motion carried on a voice vote.

187 and May from 11:00 a.m. to 8:00 p.m.
188 GETHSEMANE UNITED METHODIST CHURCH will be hosting a craft fair and bake sale on
189 Saturday, April 301h from 9:00 a.m. to 3:00 p.m.
190 ANNUAL RECYCLE DAY will be held at 1189 Main Street on Saturday, May 7 from 9:00 a.m. to
191 3:00 p.m. There are additional items accepted at the yearly recycle day compared to the monthly
192 recycle days. See city website for a list of accepted items.
