HomeMy WebLinkAbout04-25-2016 Council Work Session MinutesCITY COUNCIL WORK SESSION Apri125, 2016 APPROVED 1 CITY OF LINO LAKES 2 MINUTES 3 4 DATE April 25, 2016 5 TIME STARTED 6*00 p.m. 6 TIME ENDED 6*30 p.m. 7 MEMBERS PRESENT Councilmember Rafferty, Kusterman, 8 Maher, Manthey and Mayor Reinert 9 MEMBERS ABSENT None 10 11 Staff members present: City Administrator Jeff Karlson; Community Development 12 Director Michael Grochala; Public Safety Director John Swenson; City Clerk Julie Bartell 13 14 2. 550 Lilac Street Tax Appeal — Community Development Director Grochala 15 explained that the owner of the property is concerned about SAC charges. The 16 circumstances under which the property changed hands was explained. Mr. Grochala 17 explained that the city has paid the charges to the Met Council and in turn sent notices 18 requesting payment from the property owner. Since the assessment was paid, a special 19 assessment was adopted against the property. Initially that charge was assessed against 20 the wrong property and then eventually to the correct owner who appealed it to the court 21 who set it aside. Now the property is rented and the tenant plans to open a Fiesta Cancun 22 restaurant and their liquor license is being held up because of back taxes. The property 23 owner would like this abated. 24 25 Mayor clarified that the property owner, Morteza Salem, is reporting that didn't 26 understand that the taxes were owed when he purchased the property. Mayor Reinert 27 asked how a situation like this would normally be handled. He'd be inclined to not want 28 to harm the restaurant that simply wants to conduct business and isn't a party to the back 29 charges but still can't get their liquor license in place with taxes owed. 30 31 Discussion will continue at the May work session. 32 33 3. Lino Lakes Ambassador Inquiry — Administrator Karlson explained that the 34 City was contacted by the Ambassador's group. They are interested in honoring two 35 former ambassadors who have gone on to accomplish recognition at the Aquatennial and 36 Winter Carnival events. They are proposing a reception prior to a city council meeting in 37 June and any other recognition possible. Mayor Reinert indicated that he would like to 38 provide as much recognition as possible for the Ambassadors program, including a 39 proclamation if that is appropriate. 41 1.
