Review North Oaks Company PUD Concept Plan
Ms . Christine Heim, and Mr. Gary Eagles both Vice Presidents of North Oaks
Company, LLC presented to the Park Board the Concept Plan Development that is
proposed to the City Council . Mr. Rick DeGardner introduced to the Park Board that
the proposed development is a PUD master planned residential community located
south of County Road J/Ash Street, west of CSAH21 /.Centerville Road and north of

Wilkinson Lake Boulevard. The development proposes 27 single family homes, 17
twin homes and 75 - 100 senior housing rentals.ayos �

Re, ewuNorthpointe Development Park Concept Plans
Mr. DeG&deer introdu ed landscape architects Candice Amberg and Bailey Krause
from WSB & Assocates . They presented two concept park plans for review for the

new Northpointe' d`evelopment. Northpointe was recently approved by the City
Council and consists of 200+ units . There is now the need to define a Master Plan for
the park in this development with construction possible to begin as soon as spring of
2016 . The Park is proposed to be a 5 acre park South of Cedar Street, northeast of
Birch Street and west of Interstate 35E . The Park is on the Eastern edge of the
development.

Bailey Krause, Landscape Architect described the two different park concepts . The
Park Board liked Concept 2 which includes a multi-use basketball and pickle ball court
combination which includes a half- court basketball court and one pickle ball court.
This Concept also has more open space and a shelter that is centrally located. The
Board suggests refining Concept 2 by incorporating the following suggestions to the
design of the park:
Moving the basketball court further away fr6b omes to minimize the noise to
the homeowners and incorporate an adjnstabb height hoop .

No update from the Park Supervisor at this time . Warming House Employment
Update was given bvlr. DeGardner explaining that we will be hiring a few new
employees for theWarming house attendant position and will begin interviewing in
November.

Reminder for Marshan Park gazebo and memorial to be kept on the agenda. Mr.
DeGardner informed that as of November the Marshan Park improvement and pickle

ball court is still in the budget for 2016 which would expedite the memorial for Pam

RE : Recreation Department Updates
2016 Year-to - Date Recreation Program Updates
• Winter senior adult trips included performances such as " Holiday Charm "The
Wedding Singer" , " Sister Act" and average of 25 people attend these trips . More
day trips and theater outings are planned through August .
• Light Up Lino Lakes was a success this year , we had nine homes enter the
contest . The categories were Best Street , Best House , Best Business , Best
LED , Best Moving , and Best Blow- up displays
• The warming house and rink season came to a close on February 19th . We were
open full time at Birch and Sunrise Parks and part time hours at City Hall Park .
This year' s season was very short as we opened the rinks on January 8th and
closed on February 19th . The skating conditions and participation numbers were
pretty good while we were open .
• Breakfast with Santa had another successful run . A continental breakfast was
served to families before they took their picture with Santa , completed crafts and
decorated gingerbread cookies .
• Santa was busy again this year writing approximately 150 letters to children and
adults , making their holiday season a little brighter .
• The Secret Holiday Shop was back for two nights in December . 115 shoppers
found the perfect gift for their family and friends .
• Snow Day was held the last weekend in January . We had just enough snow for
this collaborative event and enjoyed a great turnout of 400 + people .

• Sweetheart Party was a success in February with over 75 children and their
dates in attendance . The event featured crafts , treats , and a DJ .
• Super Hero Carnival was held a few weekends ago . 95 children dressed up as
their favorite super hero and enjoyed a morning of carnival games and face
painting .
• Youth Instructional programs such as Preschool Dance , Tap and Ballet , and Tae
Kwon Do have been going smoothly . Winter sessions are winding down and
spring sessions will kick off after spring break .
• Friday night Open Volleyball has been going strong since December and we are
averaging 25 participants each night . We have extended play into mid -April .
• We had 10 kids registered for Floor Hockey Mini Camp which was held in
January and February at Golden Lake Elementary . The kids learned a variety of
skills while participating in fun games and contests .
• Snack and Skate Outdoor Skating lessons just finished up at the end of
February , we had 21 kids participate this year
• Spring and Summer softball registration is now open for Monday night Class E/D
recreation league . Games will be played at Sunrise Park and Centennial Middle
School at 6 : 10 & 7 : 15 PM
• Spring/Summer registration started March 14 for Lino Lakes Residents and
March 17 for the general public . Some programs to highlight include :
o Spring Fling — The Easter bunny will be making an appearance !
o Basketball Camp end of July
o Puppet Show Series
o Art Camps for Pre- K to middle school ages
o Friday Field Trip series — total of 6 trips for 2 "d — 7th graders
o Volleyball Camp in June
o Stand Up Paddle Board Lessons
o Family Corn Roast and Community Night — Thursday July 28
o Movies in the Park — Thursday July 14 and Friday August 19
o Blue Heron Days — August 19 , 20 , 21

RE : Review Trail Plan - Lake Drive from Park Court to Town Center Pkwy
I have requested WSB Engineering to provide a cost estimate for a paved trail along the
east side of Lake Drive from Park Court to Town Center Pkwy. This is a critical trail
segment that would connect the trails/ neighborhoods around Marshan Park to the
35W/ Lake Drive commercial developments and beyond . The project scope and
estimated costs will be distributed at Wednesday' s meeting .
