16 3A) Consider Approval of 2016-2017 Labor Agreement with AFSCME, Local No.
17 2454 — Administrator Karlson reviewed the tentative two-year agreement with the
18 employee union reached after a mediation session. The agreement mirrors other
19 employee contracts relative to wages, health care, etc. He is recommending approval.
20 3B) Consider First Reading of Ordinance No. O1-16, Amending Chapter 505 of the
21 Lino Lakes Code of Ordinances
22 3C) Consider First Reading of Ordinance No. 02-16, Amending Chapter 1002 of the
23 Lino Lakes Code of Ordinances
24 Administrator Karlson reviewed Items 313 and 3C, both relating to changes to the city
25 code that are basically housekeeping. One provides for an amendment that indicates that
26 burning permits will be issued by the Public Safety Department. The second ordinance
27 amends the code to state that the fire department for the city is now the Lino Lakes Fire
28 Department and also that they will administer the state fire code.
29 Council Member Rafferty asked if the Lino Lakes Fire Department will be providing
30 more building inspection services. Public Safety Director Swenson explained that there
31 are goals in place for the inspection program and they are on the way to meeting those,
32 including annual inspections for businesses in the city.
33 3D) Consider First Reading of Ordinance No. 0346, Amending Title 600, Chapters
34 601, 611, 612 and 615 of the Lino Lakes Code of Ordinances Relating to Business
35 and Activity Licenses — City Clerk Bartell explained that some language within the city
36 code has been identified for change to meet current requirements of the Minnesota
37 Bureau of Criminal Apprehension and their assistance to the Lino Lakes Police Division
38 in gaining information for background checks. The ordinance responds to the need to
39 make these changes.
40 6A) Consider Resolution No. 16-38, Approving Amendments to the Designated
41 Municipal State Aid Street System —City Engineer Hankee reviewed the staff report

42 requesting changes to the MSA designated roadway plan for the City, based on engineer's
43 review of needs and to maximize the MSA funding that the city receives from the state.
44 6B) 2016 Mill and Overlay Project: Consider Resolution No. 16=39, Accepting Bids
45 and Awarding Contract; Consider Resolution No. 1640, Approving Construction
46 Services Agreement with WSB & Associates, Inc. — City Engineer Hankee reviewed the
47 project and low bid received. She explained that she has done some checking on the
48 company that offered the low bid. The reviews have not been great so staff does intend to
49 follow the project very closely and give them very specific instruction. They will be made
50 aware of the city's policy on damages as well.
51 Mayor Reinert discussed the possibility of obtaining a larger escrow from the company and
52 Ms. Hankee said there is a standard process that will keep funding available for issues for
53 some time.
54 The council understands the need to accept the low bid but expects staff to encourage the
55 best project possible. Council Member Kusterman suggested that there should be a change
56 in the process allowed under law so the city can get the best situation possible for these
57 projects.
58 6C) Saddle Club Consider Resolution No. 16-41, Approve Conveyance of Conservation
59 Easement to Dupont Holdings, LLP — Community Development Director Grochala
60 explained that this is a clean-up action related to the Saddle Club project, regarding the first
61 phase. There is a wetland situation that requires the developer to provide an easement to the
62 state. The process of deeding the property didn't occur earlier and now requires the city to
63 give an easement back to the developer who can in turn fulfill his obligation to the state. It
64 doesn't impact the city but is more of a pass through.
