HomeMy WebLinkAbout2016-032 Council ResolutionCITY OF LINO LAKES RESOLUTION NO. 16-32 PROHIBITING PARKING ON THE EAST SIDE OF SUNSET AVENUE (CR53) AND BOTH SIDES OF APOLLO DRIVE (CSAH12) WITH CONSTRUCTION OFAROUNDABOUT WHEREAS, the City of Lino Lakes, in cooperation with the Minnesota Department of Transportation, Anoka County and the City of Blaine has planned for the reconstruction of the intersections of Apollo Drive (CSAH 12) within the City of Lino Lakes and Sunset.Avenue (CR 53) at 109th Avenue (CSAH 12) within the City of Blaine; and WHEREAS, County and Municipal State Aid funds will be expended to construct this improvement; and WHEREAS, approval of this reconstruction project as a State Aid project is conditional upon the establishment of cerin parking restrictions; and WHEREAS, this reconstruction does not provide adequate width for parking along Sunset Avenue (CR 53) and Apollo Drive (CSAH12); and approval of the proposed construction as a County State Aid project must therefore be conditioned upon certain parking restrictions; and WHEREAS, the City Council is cognizant ofproviding regulation of vehicular traffic in a safe and responsible manner; and WHEREAS, the regulatory signs are considered to meet warrants for traffic control established in the Minnesota Manual on Uniform Traffic Control Devices. NOW, THEREFORE BE IT RESOLVED by The City Council of The City of Lino Lakes that: 1. Parking is prohibited along the east side of Sunset Avenue (CR 53) from 1500 feet north of Apollo Drive (CSAH 12) to 1500 feet south of Apollo Drive (CSAH 12). 2. Parking is prohibited along both sides of Apollo Drive (CSAH 12) from Sunset Avenue (CR53) to a point 650 feet east. BE IT FURTHER RESOLVED, that the Anoka County Engineer is authorized to install signs as deemed necessary for the proper enforcement of this No Parking Resolution, and that certified copies of this resolution be forwarded to Anoka County. Adopted by the Council of the City of Lino Lakes this 9th day of May, 2016. Consider Resolution No. 16-34 Conveying a Permanent Easement for drainage purposes, Parcel 5PE, Right of Way Plat 96 VOTE REQUIRED: 3/5 Vote Required INTRODUCTION Staff is requesting approval of the Resolutions listed above for the Anoka County Roundabout Construction Project at the Intersection of County State Aid Highway 12 (109th Ave. NE / Apollo Drive) and County Road 53 (Sunset Ave.). BACKGROUND Anoka County is constructing a roundabout at the intersection of County Highway 12 (109th Ave. NE / Apollo Drive) and County Road 53 (Sunset Ave.) in 2016. The improvements include the construction of a roundabout, storm water management improvements and appurtenant work. On December 14, 2016 the City Council passed Resolution 15-150 approving a Joint Powers Agreement between the City and County. The overall project cost is estimated to be $1,300,000. The City's financial responsibility for the project is for lighting, bituminous and concrete walks and storm water from local drainage for a total amount of $80,000. Funding for the project will be through the City's Municipal State Aid (MSA) account. The City's surface water management fund will cover drainage costs that may not be eligible for MSA funding. As part of the project the County is requesting conveyance of an easement for drainage purposes from the City. The City owned property is currently used for stormwater conveyance and ponding. The area of the easement is approximately 605 square feet and is necessary to allow for the reconstruction of the catch basins on Apollo Drive. The County is also requesting that this section of Apollo be designated as no parking. The design of the roundabout does not accommodate parking therefore it will need to be signed accordingly.
